- Western Area Power Administration has a requirement for a contractorto provideall labor, equipment, transportation and other resources to complete thisproject. The principal components of work include removing existing powercircuit breakers JW1A and JW4A, installing new Government-furnished powercircuit breakers JW1A, JW2A, JW4A, and JW5A; manual group-operateddisconnectswitches YW2A, WW5A, YW5A, YW5B and ZW5A along with key interlocks; current transformers QW1A and QW5A; coupling capacitor voltage transformers VW1A1andVW5A1. Work will also include installing new Government-furnished steeltake-off structure, switch supports, instrument attachment plates, bus pole supports and equipment platforms. The contractor shall also installGovernment-furnished control panels (CHE2 through CHE4). This includes the removal of the existing control panels in these locations. Furnish andinstallhigh voltage bus, grounding system, conduit, insulated conductor and cable, terminal boxes, power receptacles, bus systems, substation signs, controlcableand a CT summation cabinet. The acquisition is subject to the NorthAmericanIndustry Classification System (NAICS) code of 237130 with a size standardof$31.0 million. The project magnitude is estimated between $250,000 and$500,000. The work is located at Parker Substation, which is northeast ofParker, Arizona in San Bernardino County, California. This is a 100% FullandOpen Competition - Sealed Bids. All work is to be completed by May 15,2009.All responsible business concerns may submit a bid which shall beconsidered bythe Agency. The solicitation will be issued on or about October 31, 2008. Interested bidders MUST fax or mail the Contract Specialist to request acopyof the solicitation. DO NOT post any questions or responses to this IFB on IIPS. Any questions or responses posted to IIPS that concern this IFB willnotbe considered during the evaluation and award process. Any non-U.S.citizen(Foreign National) visiting or working at any Western Area PowerAdministrationfacility must receive prior written approval from the appropriate WesternSecurity Manager.
