Description
On or about October 30, 2008 this office will issue an Invitation for Bids for Water Treatment Plant Rehabilitation, at the Veterans Administration Medical Center, Sheridan WY. The solicitation number W9128F-09-B-0001 will close on or about December 9, 2008. This solicitation is 100% set aside for small business. Project Description: (Approximate quantities) This requirement is to provide all labor, transportation, plant, supporting tools/equipment and supervision necessary to replace the existing diatomaceous earth-based water filtration and treatment plant at the Sheridan Veterans Affairs Medical Center, Sheridan, WY with a membrane filtration system. Work includes removal of existing water treatment equipment; furnish and install new water treatment equipment; the construction of a new chemical feed building, including yard piping, valve vault, valves, fittings and surface restoration; expansion of the existing backwash pond; and installing new temporary water line as presented in the Project Manual and Construction Drawings. Resultant filtration system will tie into the existing water supply network that supplies potable drinking water to the Sheridan VA Medical Center. As the Medical Center has a 600,000 gallon tower that serves the station, water outages must be kept to less than 2 days duration. The contractor shall complete the entire work and have the facility ready for use not later than 180 calendar days after the date of the Notice to Proceed and have the Irrigation System operational by May 15, 2009. The estimated construction cost of this project is between $1,000,000 and $2,500,000. The contractor will be required to commence work within 10 days after receipt of the notice to proceed and complete the work within 180 calendar days of receipt of the Notice to Proceed. Provisions will be included for liquidated damages in case of failure to complete the work in the time allowed. Performance and Payment bonds will be required. Bonding documents, including the power of attorney shall bear an original signature by an officer of the surety. For contractors interested in inspection of the site, a tentative site visit date has been scheduled for November 13, 2008. Contact Mr. Dwight Pochant, US Army Corps of Engineers at (605) 923-2983 for reservations and he will provide detailed information, (meeting place, time, points of contact, and access requirements). DO NOT submit requests for plans and specifications to the site visit personnel listed above. See Obtaining Solicitation Documents below. Bidders (offerors): Please be advised of on-line registration requirements in Central Contractor Registration (CCR) database found at http://www.ccr.gov/ and directed solicitation provisions concerning electronic annual On-Line Representations and Certifications (ORCA) at http://orca.bpn.gov. Representations and certifications are required to be updated annually as a minimum to keep information current, accurate and complete. The electronic annual representations and certifications are effective until one year from date of submission or update to ORCA.
