Description
NOTICE OF PROPOSED CONTRACT ACTION The Department of Energy (DOE), National Nuclear Security Administration (NNSA) anticipates issuing a Request for Proposal (RFP) to procure commercial down-blending services to down-blend 12.1 metric tons (MT) of highly enriched uranium (HEU) to low enriched uranium (LEU), and to store the LEU for an LEU Inventory. The NNSAs Office of Fissile Materials Disposition (OFMD) and Y-12 Site Office will oversee the down-blending and storage of the material. This material will provide a significant LEU Inventory that will allow the OFMD to meet non-proliferation objectives and can be used to meet other programmatic needs. The scope of work will require the contractor to be capable of processing and down-blending 12.1 MT of HEU from alloyed and unalloyed metals, oxides, compounds, sources and standards, and reactor fuel; recovering the HEU from the alloyed and unalloyed metals, oxides, compounds, sources and standards, and reactor fuel; and down-blending the HEU to LEU at a 4.95% assay. NNSA will transport the HEU to the contractors designated facility. The contractor will be required to provide all equipment, materials, and services associated with down-blending the HEU to LEU, including providing unobligated diluent for blend stock. The contractor or team will also be responsible for transporting the LEU, as applicable, to a fuel fabricator(s) facility, or other licensed facility for storage and conversion of the LEU to uranium hexafluoride (UF6). A Holding Agreement will cover the storage of the LEU and its availability under the LEU Inventory. All LEU delivered to the NNSA will be in the form of UF6. The contractor will retain a portion of the down-blended material as compensation for the down-blending services and use a portion of the LEU as working stock as consideration for storage services. Required services shall be performed in accordance with applicable federal, state, and local laws and regulations, as well as applicable DOE directives. Technical constraints that the Contractor must meet prior to award or beginning shipments, as appropriate, include: (1) a current Nuclear Regulatory Commission approved/issued license(s) or certificate(s) with appropriate conditions, which authorizes the licensee or certificate holder to receive, acquire, possess, and transfer Category 1 quantities of HEU and sufficient quantities of LEU within the United States; (2) environmental permits for uranium processing; (3) supply processing and storage facilities that satisfy Nuclear Material Safeguards and Security requirements; (4) capability to receive shipments in accordance with the DOE Safe Secure Transportation System; (5) supply a facility clearance for receipt and storage of classified material; (6) an approved Nuclear Material Control and Accountability Program; and (7) a Nuclear Regulatory Commission license or certificate for the storage of LEU. The firm shall also have, or be able to obtain, a favorable Foreign Ownership, Control, or Influence (FOCI) Determination. NNSA is continuing to sample and characterize the individual groups of HEU, but based on the currently available information, the HEU to be down-blended will have the characteristics as described in the attached document, HEU Material Summary. Potential offerors are responsible for monitoring the DOEs Industry Interactive Procurement System (IIPS), https://e-center.doe.gov/ website for the release of the solicitation package. It is anticipated that the solicitation will be issued November 2008 with proposals due approximately December 2008. This requirement will be issued on an unrestricted basis, full and open competition, under which any interested Offeror, including any Government corporation as defined by 31 U.S.C. 9101, is eligible to compete. The applicable North American Industry Classification System (NAICS) Code for this requirement is 325188, All Other Basic Inorganic Chemical Manufacturing, with a small business size standard of 1,000 employees. The contract period of performance is anticipated to be up to 9 years (down-blending to be completed within the first four years of performance). Competitive proposals will be evaluated based on the evaluation criteria set forth in the solicitation package. Evaluation by the Government will result in the selection of a firm that represents best overall value to the Government. Because of the multi-faceted nature of this contract, it is expected that teaming arrangements may be necessary to meet all elements of the contract. This notice is not a request for proposals and in no way obligates the Government to award any contract. DOE/NNSA will not be responsible for any costs incurred by responding to this Notice.
