- INTENT TO SOLE SOURCE:Contractor shall provide professional teleradiology services for radiology examinations performed at the Huntington VA Medical Center (HVAMC) as well as on-site interventional radiology services. Contract services will include off-campus film interpretation via network extension of the VA informatics system. Interpretation will include immediate communications of results both verbally and written. Contractor must be a U.S. based corporation capable of preliminary and final interpretation and reporting services via the Contractor's secure Teleradiology network. Interpretation services will be conducted by a board certified radiologist. Contractor shall provide all professional personnel and technical support, medical and other equipment, telecommunication, supplies, and supervision necessary to perform, implement and administer these teleradiology services to meet the specific medical needs of the Huntington VA Medical Center. The Contractor is responsible for all Contractor personnel, Subcontractors, agents, and anyone acting for or on behalf of the Contractor. Services provided under the contract are not to be performed outside of the United States. In addition, in the case of computer downtime, contractor will receive films or CDs containing exams by taxi/vehicle transport. Films will be placed in a courier bag secured with a tamper resistant seal for patient security and privacy. Secure bag will be delivered by courier to designated location. Location must be in a 25 mile radius to allow prompt interpretation of stat exams in the unusual case of computer failure. Interventional on site coverage will be provided daily with the hours on site dictated by the needs of Huntington VA Medical Center. Contractor will perform procedures on site in the Huntington VA Medical Center radiology department as needed by HVAMC. Services will be available Monday through Friday 8am to 4:30pm as requested/needed by Huntington VA Medical Center. Procedures to be performed in the radiology department will include CT and US guided biopsies and drainages. In addition, myelograms, arthrograms, and lumbar puncture may be performed in the radiology department using a fluoroscopic suite. More involved interventional and angiography services will be performed in Cardiology using the angiography suite. Under FAR Part 6.302, Radiology, Inc. is the only known local source to satisfy this current need. The NAICS code associated with this requirement is 621111 with a size standard of $10 Million. This notice of intent is not a request for competition. No solicitation documents are available and telephone requests will not be accepted. However, any company that feels they can meet the requirements may give written notification to the contracting officer 10 days from the date of the publication of this notice. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirements. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement is solely within the discretion of the Government. If no responses are received, the Department of Veterans Affairs will proceed with a sole source award for this requirement to Radiology, Inc., Huntington, West Virginia.
