NAICS Code: 334516 This is a request for quote (RFQ) for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The identifying RFQ number is RFQ-OH-09-0007. The RFQ and incorporatedprovisions/clauses are those in effect through Federal Acquisition Circular 05-08. A firm fixed price purchase order is anticipated to result from the award of this RFQ. Shipping charges need to be included in price. The NAICS code is 334516. 1.0 BackgroundThe U.S. Environmental Protection Agency's (US EPA) National Risk Management Research Laboratory, Ground Water and Ecosystems Restoration Division (GWERD), located at the Robert S. Kerr Environmental Research Center in Ada, OK, is seeking to acquire a Zeta Meter/Particle Sizer for surface characterization of nanosized and microscale materials collected from natural and engineered systems used to remediate hazardous compounds. The basic system shall consist of a zeta meter/particle sizer for the measurement of size, molecular weight, and zeta potential of dispersed particles and molecules in both aqueous and non-aqueous solution; disposable dip cell for eliminating cross-sample contamination; The basic system shall have the capability to measure particle size of concentrated samples up to 40 wt% without dilution. The proposed acquisition shall include the following: (A) Firm Fixed Price - FFP, (B) on-site training covering total system operations within a month after completing the installation to at least 1 operator, (C) Delivery within 60 days of award, (D) One year warranty. All responsible sources may submit a proposal.2.0 System Specifications for a Zeta Meter/Particle Sizer1.All specifications shall be able to be demonstrated to the user on currently existing equipment produced by the manufacturer at the time of the bidding process. The system shall have the following capabilities:2.The system shall have the ability to measure size, molecular weight, and zeta potential of dispersed particles and molecules in both aqueous and non-aqueous solution.3.The system shall allow measurement of zeta potential for particles ranging at least from 5 nm to 10 microns (can be smaller than 5 nm).4.The system shall allow measurement of particle size ranging at least from 0.6 nm to 6 microns.5.The system shall allow measurement of a wide range of concentration of particles (0.1 ppm to 40 wt%) without a need for dilution. 6. The system shall measure particle size at back scattering angle to minimize dust problem from the air. 7.The system shall allow measurement of molecular weight ranging from 1?10E3 to 2?10E7.8.The system shall have an option for disposable cell for eliminating cross-sample contamination.9. The system shall include a dip cell for non-aqueous dispersants such as hydrocarbons.10.The system shall allow measurement in a temperature range from 2 oC to 90 oC. 11.The system shall have a Mini Tower personal computer with U.S. specific keyboard and operating system. The computer operating system shall be Windows XP. 12.The system shall have an inkjet color printer. 13.The manufacturer shall provide a one-year warranty, commencing from the date of system acceptance, on all parts and labor.14.The system manufacturer shall provide appropriate training for three individuals who will be operating the system. The training shall be structured to provide adequate instruction for all aspects of operation. The training shall occur after installation and acceptance of the delivered equipment. The training shall include all aspects of system operation, maintenance, and troubleshooting. This training shall provide the user with the knowledge necessary to effectively operate the system in all modes.15.The system manufacturer shall provide a complete set of all operator and maintenance manuals, including those covering all peripheral items.16.A calibration standard shall be provided for verification of operation and calibration.Required Delivery Schedule:The complete system as ordered shall be delivered no more than 60 days after award. The system should be transported in packaging that eliminates the possibility of damage.The following clauses apply to this request for quote: FAR 52.212-1, Instructions to Offerors-Commercial Items; FAR 52.212-2 Evaluation-Commercial Items, and the specific evaluation criteria is as follows: (1) Technical acceptability of the item offered to meet the Government's requirement and (2) Technical acceptability shall be evaluated on a pass or fail basis (with the lowest price technically acceptable receiving award).
