Description
The Naval Air Systems Command (NAVAIR) intends to issue an order under Basic Ordering Agreement N00421-05-G-0001 with the Northrop Grumman Systems Corporation (NGSC), Bethpage, N.Y. 11714, for non-recurring engineering support for the E-2 In-flight Refueling (IFR) program to modify the E-2 to add the capability for the aircraft to be refueled from Joint Service and International coalition refueling tanker aircraft. Under this program, both the E-2C Hawkeye 2000 and E-2D Advanced Hawkeye aircraft will be modified either through retrofit or forward fit processes. The acquisition encompasses two phases - Phase I is for Pre-Milestone B effort and Phase II is for effort which may be incurred once Milestone B approval has been granted. This synopsis for the Phase I effort addresses the preliminary design analysis of the IFR required modifications for the E-2C and E-2D which will culminate in a Preliminary Design Review (PDR) and Navy Milestone B review. Upon Milestone B approval, the Phase II will be initiated. The Phase II effort to complete the design, integration, and testing of the IFR modified E-2 aircraft will be covered by under a separate synopsis and a new contract. The Phase I effort will be negotiated on a sole source basis under the authority of FAR 6.302-1 (only one responsible source and no other supplies or services will satisfy agency requirements) as NGSC is the designer, developer and sole manufacturer and systems integrator of the E-2 aircraft and weapon system and as such, is the only firm with the knowledge, experience and technical data necessary to provide the required supplies and services for the purposes of meeting the Navy’s needs. This synopsis is for informational purposes only. Inquiries regarding the availability of subcontracting opportunities should be forwarded directly to NGSC. See Numbered Note 22.
