NREL intends to solicit competitive proposals from prequalified “small business” which means small business, small disadvantaged business, women-owned small business, veteran-owned small business, service-disabled veteran-owned small business, and HUBZone small business concerns, for a Design-Build task ordering agreement (TOA) for design and construction of general purpose construction. The cost for the design-build efforts will be negotiated prior to each individual Task Order award, which are currently estimated to be between, $50,000 and up to $1,000,000 per project. Multiple projects may be awarded per year. The term of the TOA is a base year with two option years. The TOA ceiling amount will be at $1.5 Million per year or $4.5 Million for three years. It is anticipated that each individual Task Order will be fully funded when the Task Order is awarded. Subsequent annual funding is dependent on future Congressional funding authorizations. GENERAL DESCRIPTION OF WORK A wide range of general purpose projects is envisioned under this task ordering agreement. Typical projects may be for example; office space build out, Visitor Center expansion, ventilation upgrade, heating system upgrade, air conditioning system upgrade, electrical distribution system upgrade, roof replacement, site access gate installation, and road upgrades. PREQUALIFICATION PROCESS NREL has determined that design/build firms must be prequalified to submit a proposal. Prequalification will be determined by NREL’s panel review of the submitted information, in accordance with the technical criteria provided below. NREL will establish a short list of firms determined to be most qualified to perform the project successfully. NREL will issue a Request for Proposal (RFP) and prequalified firms will be invited to submit a comprehensive proposal inclusive of a schedule/price/technical proposal and other pertinent information as detailed in the RFP. Oral presentations may be required, and possible site visits may also be required as part of the proposal. One or more firms will be selected for award based on a best value evaluation of proposals received in response to the RFP. Prequalification submittals must address the following criteria, which is listed in descending order of importance: A) Demonstrated capability to deliver design-build construction projects between the range of $50,000 and $1,000,000. Provide three examples of previous projects within the last 5 years. Describe your role on the design-build team. Describe your firms experience and expertise in executing design-build projects for new and renovated laboratories, office space and site work projects. B) Demonstrated expertise to integrate environment, safety and health into the design-build projects. Provide a minimum of 3 references from previous clients demonstrating the integration of safe design, construction and operation. C) Demonstrated methodology to provide regional knowledge and expertise in such areas as local codes, water laws, and local climate and soils conditions. All key personnel of the design team shall be licensed in the State of Colorado in the discipline in which they practice. D) Demonstrated expertise using an integrated approach for successful completion of design-build projects or projects with a similar acquisition approach. Provide a minimum of 3 references from previous clients demonstrating successful completion of design-build projects. E) Demonstrated ability to collaborate with, and incorporate ideas from diverse expert sources. Provide examples from previous projects demonstrating collaboration and incorporation of ideas from diverse expert sources. F) Demonstrated expertise to design to energy goals. Provide examples from previous clients demonstrating integrated energy strategies. G) Provide a letter from your surety stating bonding capacity. Responses shall not exceed 15 pages (including attachments). All examples shall be recent completed projects of similar size, scope and complexity. Actual team member’s experiences on these projects shall be highlighted.
