- The FAA has a requirement for the services of an aviation insurance brokerage firm. Through the FAA's Contract Tower (FCT) Program, the FAA acquires airport control tower services at approximately 240 Visual Flight Rules (VFR) Airports throughout the United States, Puerto Rico, the U.S. Virgin Islands, Guam and Saipan. At each of those contract tower locations, the FAA provides aviation liability insurance coverage of up to $10 Million per occurrence with no aggregate limit for the contractors that manage and operate air traffic control towers included in the FCT program. In accordance with the attached draft Statement of Work, the FAA requires assistance with the acquisition and management of that aviation insurance liability coverage. Required tasks include:Support and advice for the provision of aviation liability insurance, and the management of an insurance program in conjunction with the FAA Contract Tower Program. Recommendations for the selection of insurance underwriters, and determining adequate insurance coverage together with rationale and justification to the FAA. Coordination between selected insurers and the FAA. Claims management service between the FAA and insurers. Regular status reports regarding current aviation liability insurance market conditions. Recommendations for improvement of the aviation liability insurance program to the FAA. Firms interested in participating in a competitive procurement for the aforementioned services are requested to submit a capabilities statement not to exceed 10 pages in length. It is requested that this statement address the following: 1.Describe your experience and relationships with domestic and international aviation insurance markets.2.Describe your expertise, market position, administrative capabilities and local staffing complement for Owner Controlled insurance programs.3.Describe your capability of providing aviation claims advocacy services in the United States to include the U.S. Territories. 4.Describe any understanding you may have of the FAA's Contract Tower Program. 5.Identify your firm's business classification, i.e. large, small, small disadvantaged, woman owned or small service disabled veteran owned (NAICS Code 524298). The FAA will not use the capabilities statements to screen or down select. Rather, they will be used to determine the range of vendor interest, experience and capability. This is not a request for offers, nor is it the Government's intention to use this as a screening device for any such future requests. However, the Government may invite respondents for follow up discussions.
