Description
The General Services Administration (GSA) has a requirement for the selection of a quality contractor to perform the Boiler Replacement Project at the William J. Green Jr. Federal Building/ James A. Byrne US Courthouse Complex in Philadelphia, PA. The project is to be awarded as a firm fixed price contract. The work includes, but is not limited to: Provide all management, supervision, labor, materials and equipment necessary to remove and replace the existing Boilers Byrne- Green Complex. The work includes disconnection, removal from building and disposal as directed of three existing four pass horizontal 700 HP boilers and associated pumps, pipe, valves and fittings. Furnish, replace and install with three new four pass horizontal hot water boilers, 400 HP Hot water firetube boilers and associated pumps, pipe, valves and fittings in locations as designated on the plans and specifications. The period for performance for this project is two hundred and twenty five (225) calendar days. The total evaluated estimated cost of construction is between $1,000,000 to $5,000,000. It is GSA's intent to solicit this requirement through Full and Open Competition utilizing Best Value Source Selection procedures. FAR 15.101-1, the trade-off process under the best value continuum has been determined by the GSA Project Team to be in the best interests of the Government. The NAICS for this procurement is code 238220. The resultant contract will be a firm fixed price contract. Award may be made without discussions. For this procurement the GSA Project Team shall evaluate all properly received offers consistent with FAR 15.101-1, the trade-off process under the best value continuum. FAR 15.305 and FAR 15.404, price analysis will be used to determine price reasonableness. For this solicitation, the combined weight of the technical evaluation factors is of equal importance to price. FAR 15.101-1 (b) (1) states that the evaluation factors and significant sub factors that establish the requirements of acceptability shall be set forth in the RFP. The GSA Project Team shall utilize the following factors as the requirement for acceptability: 1. Past Performance 2. Key Personnel Qualifications 3. Extent of Participation of Small Disadvantaged Business (SDB) Concerns. This announcement also constitutes the synopsis of the pre-invitation notice. A Pre-proposal conference will be held at the William J. Green Jr. Federal Building on November 12, 2008, 10:00am.
