Description
THIS IS NOT A REQUEST FOR PROPOSALS OR A REQUEST FOR QUOTATIONS; IT IS STRICTLY A REQUEST FOR INFORMATION (RFI). NEITHER UNSOLICITED PROPOSALS NOR ANY OTHER KINDS OF OFFERS WILL BE CONSIDERED IN RESPONSE TO THIS RFI. NO CONTRACT WILL BE AWARDED PURSUANT TO THIS ANNOUNCEMENT. 1. SUBJECT: The Air Force Medical Evaluation Support Activity (AFMESA) is conducting market research on software systems for Operating Room Management (ORM). Responses are due to this Request For Information (RFI) by 4:00 PM on 10 November 2008. 2. DISCLAIMER: This RFI is issued solely for information and planning purposes and does not constitute a solicitation. Neither unsolicited proposals nor any other kind of offers will be considered in response to this RFI. Responses to this notice are not offers and will not be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. All information received in response to this RFI that is marked Proprietary will be handled accordingly. Responses to the RFI will not be returned. At this time, questions concerning the composition and requirements for a future Request For Proposal (RFP), as well as those regarding the nature of the services to be performed under any future operating room management initiative, will not be entertained. 3. BACKGROUND: The Air Force Medical Service (AFMS) has identified a need for an AFMS ORM. That need has been manifest in a lack of reliable, usable data to support evidence-based operational decision-making and surgical care optimization. Operating Room (OR) staff must be able to schedule, track, and report vital management statistics in a timely, business-like, cost-efficient manner. Specifically, OR staff must be able to produce accurate and timely reports that meet mandated clinical and Air Force headquarters reporting requirements and provide management with the information needed to ensure efficient utilization of all resources. The purpose of this AFMS ORM solution is to provide an automated system capable of surgical scheduling/reporting and has interoperability with other automated medical support systems that include Defense Medical Logistics Standard Support (DMLSS), AHLTA, Essentris, Defense Medical Human Resources System - internet (DMHRSi), and Composite Health Care System (CHCS). 4. REQUIREMENTS: The AFMS ORM solution will provide a cost-effective, role based ORM solution that will automate and streamline the scheduling of personnel, equipment, facility space, and materials used in approximately 12 AFMS medical treatment facilities (MTFs). The ORM solution will provide decision-makers with tools and information necessary to make mission-critical and financially feasible decisions. The AFMS does not view the ORM solution as the system-of-systems for the Military Health System (MHS), but rather envisions it as a solution to bridge the functionality gap until other MHS programs are fully developed, deployed, and implemented. Upon achievement of a mature MHS system, the data from the AFMS ORM family-of-systems would be transferred or integrated into the fully implemented MHS system-of-systems suite. 4A. SPECIFIC REQUIREMENTS: The following are the top-level requirements for the AFMS ORM system. 1.The AFMS ORM system will provide automated surgical scheduling and include status board capability. 2.The system will be interoperable with MHS software systems that will support the OR Mgmt solution. For example, DMLSS, CHCS, Essentris, DMHRSi,,the capability to track provider credentials, and patient billing. 3.The system must be able to support pre-, intra-, and post-operative data input and retrieval. 4.The system will provide inventory management of consumables and equipment (supplies, equipments, implants, instruments) down to the line item level. 5.The system will have the capability to conduct resource management activities related to people, facility, and vendors. 6.The system will be capable of generating user defined and ad hoc analysis reports. 7.The system will be capable of populating user defined forms. 8.The system support must include initial and follow-on training along with appropriate training materials. 9.The system support must include a helpdesk support function. 10.The system shall be Net Ready and compliant with requirements levied by the Defense Information Assurance Certification and Accreditation Process (DIACAP), Health Information Portability and Accountability Act (HIPAA), and other sensitive data protections levied by the Privacy Act, Department of Defense, USAF, and AFMS directives. The purpose of this RFI is to gather information about commercially available products that meet or can be readily modified to meet the requirements discussed above. 5.
