Description
The VISN 6 Mid-Atlantic Health Care Network, is advertising for an indefinite-delivery, indefinite-quantity, multi-discipline contract for architectural and engineering services (architectural, mechanical, electrical, civil, structural, environmental/asbestos, fire protection and other associated disciplines). The selected A/E firm shall provide professional A/E services for various VA projects as required. A/E services shall include, but are not limited to: site investigations, consultations, conceptual designs, plans and specifications, verification of as-built drawings, detailed drawings, accurate cost estimates and construction period services. Delivery or performance shall be made only as authorized by issuance of separate task orders. NOTE: One contract will be awarded as a result of this sources sought announcement. A contract for task orders under $10,000 will be awarded to an Emerging Small Business A/E firm. The estimated maximum cumulative A/E fees under any resultant contract shall not exceed $2M, which is inclusive of the base year and four (4) one-year option periods. Eligible firms must be able to provide services in West Virginia, Virginia, and North Carolina. The NAICS codes are 541310/541330. The Small Business size standard is $4.5M in annual gross revenues averaged over the past three years. The emerging small business (ESB) size standard is 50% of the Small Business size standard. In order to be eligible for award, firms are required to register at the Central Contractor Registration (CCR) website located at http://www.ccr.gov. A/E selection criteria shall include the following elements (a) through (m), not necessarily listed in order of importance or merit: a) proposed management plan; b) previous experience; c) professional qualifications and background; d) facilities location; e) cost control; f) schedule control; g) estimating effectiveness; h) describe your experience and capabilities in the following areas: value engineering, life cycle analysis, critical path method, fast-track-construction; energy conversation, new energy sources, environmental assessment, specialized experience, computer aided design, drafting and other computer applications, and interior design; i) describe circumstances and outcomes of any litigation you have been involved in over the past five years; and k) indicate type and amount of liability insurance you carry. A/E firms are required to submit Standard Form (SF) 330 (3 copies) to the attention of the Senior Contracting Officer (90C2), VA Medical Center, 100 Emancipation Dr. Hampton Virginia, 23667 no later than November 10, 2008. THIS IS NOT A REQUEST FOR PROPOSAL. No material will be issued and no solicitation packages or bidder/plan holders list will be issued.
