- SOURCES SOUGHT The Army Mission and Installation Contracting Command, Contracting Center of Excellence (CCE), on behalf of the Casualty and Mortuary Affairs Operations Center (CMAOC) and the Army Human Resource Command (AHRC), intends to procure services necessary to provide Casualty Support and Survivor Outreach Services (CS&SOS). The Government is seeking potential Small Business sources with the capability to serve as prime contractor. Only small businesses are to submit capability packages. Interested small businesses that are certified and qualified as a small business concern in NAICS code 624190 with a size standard of $7 Million are encouraged to submit their capability packages. No technical proposal is required. The Government intends to issue a solicitation in the future for these services. The anticipated Period of Performance: A one (1) year Base Period and four (4) one (1) year Option Periods. Interested small businesses may obtain a copy of the DRAFT Performance Work Statement entitled Casualty Support and Survivor Outreach Services (CS&SOS) at the following web site: http://ccenew.hqda.ds.army.mil/home/index.asp (within the website, click on CCE Business Opportunities, click on RFPs, then search for the W91WAW-08-R-0002. The Government may revise its acquisition strategy and solicitation requirements based upon industry response. The Government shall not be liable for or suffer any consequential damages for any technical information identified (e.g. limited and/or restricted rights). Response to this Request for Information must be submitted by 27 October 2008, 10:00 a.m., Eastern Standard Time (EST). The point of contact for this Request for Information is Ms. Annette D. Questions regarding the Sources Sought will be responded to after the official solicitation is issued. Capability Packages shall be delivered via E-MAIL to Ms. Annette D. If at least two (2) small business capability packages are received by 27 October 2008, 10:00 a.m., Eastern Standard Time (EST) from at least two (2) small businesses based upon the evaluation of the capabilities packages submitted, this requirement will be solicited as a 100% Set-aside for Small Business concerns. If capability packages are not received by 27 October 2008, 10:00 a.m., Eastern Standard Time (EST) from at least two (2) small businesses considered capable of performing this requirement based upon the evaluation of the capabilities packages submitted, this requirement will be solicited under Full and Open Competition procedures. Interested small businesses are to forward a capability package that outlines their experience in the following areas: 1.Experience in providing the following services: "Provide case management personnel resources to support long-term case management needs of military family members "Management and document of all actions taken via data entry into databases in support of long-term case management "Provide personnel resources to function as Quality Assurance (QA) team members to ensure maximum service levels are delivered in support of military families "Conduct surveys and analyses operations as well as responding to comments and complaints concerning the delivery of casualty and mortuary services "Monitor the interactions between the Case Managers and beneficiaries. "Coordinate and measure the quality and efficiency of family support services provided through the casualty process "Conduct, develop, and implement performance plans and surveys to aid in the improvement of casualty programs overall performance "Provide responsibility and oversight for casualty operations, long term case management, policy development, standardized training materials, and the development and execution of a quality assurance program. (Example job titles include: Centralized Case Managers (CCMs), Centralized Case Managers (CCMs), Quality Assurance (QA) Leads, SOS Operations Administrator, SOS Policy Analyst, and Family Advocate "Provide process improvement to strategies, programs, and methodologies used to support "casualty and mortuary services. "Prepare and conduct casualty and mortuary affairs subject areas training "Provide transitional and future support services in preparation for, during, and after BRAC transformations and re-alignments "Provide a reach-back capability that can be used on an as required basis to provide additional personnel to support to Casualty and Mortuary Affairs missions and future Army Casualty and Mortuary Affairs initiatives. Areas or tasks where a contractor does not have prior experience should be annotated as such. Capability packages shall not exceed 10 Pages. The following questions must be answered and elaborated on as part of the package: "Financial Capability: Does your firm have the financial capability to withstand a negative cash flow of $500,000.00 per month? "Past Performance: Does your firm have the relevant past performance within the last three years (include contract numbers, contract type, dollar value of each procurement, point of contracts, and brief description of the work performed)? "Corporate Experience: Does your firm have the work experience similar in nature, scope, complexity, and difficulty of work in the PWS?
