Description
The Government is seeking professional design services from an architect-engineering (A/E) firm to develop working drawings and specifications for project 646-370 for a New Elevator Addition in Bldg. 1 at the VA Pittsburgh Healthcare System, University Drive Division, Pittsburgh, PA 15240. The proposed contract is set aside for Service Disabled Veteran Owned Small Business concern. Develop construction contract drawings and specifications to complete the renovation of over 14,000 square feet of new and existing space throughout Building One at the University Drive Division of the VA Pittsburgh Healthcare System. This project includes the renovation of approximately 8,000 square feet of existing floor space at various levels throughout the medical center to integrate new elevator stops and creating an additional 6,000 square feet of space for the new elevator towers. The project involves architectural and engineering services required to complete the construction of three new elevator banks in different areas of Building One. Each elevator bank shall contain two cars that stop at each floor level as noted.The first elevator (Elev #1) would serve the Ground through Third Floors and will be located on the North side of the Clinical Addition Wing. The second (Elev #2) would serve the Basement through Second Floors on the West Wing. The third (Elev #3) would serve the Ground through Eleventh Floors on the North Side of the Central Core. Each of these new elevators would require renovations to be completed for integration of new elevator stops at each identified level, including but not limited to the following: Design for the construction of three new elevator banks at different locations in Building One. These new elevator banks will consist of the following: All Elevators:Projecting stops on twenty different floor levels encompassing approximately 400sf per level in existing building envelope for a total of 8,000 renovated square footage. Elevator #1:Projecting stops on four levels encompassing approximately 300sf per level in existing building envelope for a total of 1,200 renovated square footage.Elevator #2:Projecting stops on four levels encompassing approximately 300sf per level in a new elevator tower for a total of 1,200 new square footage. Elevator #3:Projecting stops on twelve levels encompassing approximately 300sf per level in a new elevator tower for a total of 4,800 new square footage. Recommend and develop bid alternatives as necessary to meet the construction budget limitations. Field verification of existing space and existing utilities servicing the renovated space. Design and V.P.I.H. Services for asbestos abatement of the renovated space including the monitoring of abatement activities, air sampling, and final TEM clearances of containment areas. Evaluation and design for replacement of the existing HVAC mechanical and ventilation system servicing the renovated space including the removal of fan coil units and replacing with VAV units. Evaluation and design modifications to the existing electrical distribution system servicing the renovated space to provide sufficient power to all new lighting and equipment in the area. Evaluation and design modifications to the existing plumbing system servicing the renovated space to provide sufficient water supply and drain lines to all new plumbing fixtures and equipment in the area. Evaluation and design modifications to the existing fire alarm/fire sprinkler system servicing the renovated space to provide required fire protection in the area. Design for all new interior finishes of the renovated space including floors, ceilings, casework, doors and wall surfaces. Construction will need to be addressed in multiple phases to allow for hospital operations to continue during construction. The project will follow the guidelines established in the VA Pittsburgh Master Space Plan to enhance services at the University Drive Division. All designs will be in compliance with space criteria as referenced in VA Handbook 7610. All designs shall be accomplished in accordance with VA guidelines and specifications, which are available on the Internet at http://www.va.gov/facmgt/standard. A/E shall pay particular attention to UFAS, NSPA, BOCA, VA Handbook 7610 space criteria and VA Program Guide PG-18-14 Room Finishes, Door and Hardware Schedule. All designs shall be accomplished in accordance with VA guidelines and specifications, which are available on the Internet at http://www.va.gov/facmgt/standard. All designs pertaining to elevator requirements will be coordinated with the VA retained elevator consultant who will provide the specifications for all elevator related work. The A/E will make site visits as necessary to survey existing conditions as required to determine existing as-built conditions affecting this project. A/E shall field verify every aspect that relates to the project, coordinate visits with the Project Manager. A/E must be proficient in the use of Auto Cad 2007 and have access to Microsoft Word 5.0 or higher. Estimated cost of construction is $2,000,000 and $5,000,000.
