- NASA/GSFC/Wallops Flight Facility plans to issue a DRAFT Request for Proposal(DRFP)] for NASA Sounding Rocket Operations Contract Follow-on (NSROC II).The NASASounding Rockets Program (NSRP) supports NASA Headquarters Science Mission Directorateby utilizing expendable sub-orbital rockets to conduct a host of scientificinvestigations for the study of near earth and space environments and to advance newtechnologies. The NSRP develops and provides launch vehicles and payload supportsubsystems; conducts experiment integration, testing, and flight qualificationactivities; and implements field operations at fixed and mobile ranges worldwide. Thescope of the resultant contract will encompass all the efforts required to develop,design, build, integrate, test and support pre-launch/launch/post launch activities. This is a full and open competitive procurement and is anticipated to result in aCost-Plus-Incentive Fee (CPIF) contract. All responsible sources may submit an offerwhich shall be considered by the agency.The Government does not intend to acquire a commercial item using FAR Part 12.See Note26.The NAICS Code and Size Standard are 541330 and $25M, respectively. The anticipated release date of the Draft RFP is on or about October 30, 2008.An ombudsman has been appointed -- See NASA Specific Note "B".The solicitation and any documents related to this procurement will be available over theInternet. These documents will reside on a World Wide Web (WWW) server, which may beaccessed using a WWW browser application. The Internet site, or URL, for the NASA/GSFCBusiness Opportunities home page ishttp://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=D&pin=51 Prospective offerors shall notify this office of their intent to submit an offer. It isthe offeror's responsibility to monitor the Internet site for the release of thesolicitation and amendments (if any).
