Description
This is a Sources Sought Synopsis for information only. No proposals are being requested or accepted with this synopsis. Capable sources are sought to provide all services necessary to successfully operate the National Defense Center for Energy and Environment (NDCEE) in Johnstown, Pennsylvania. The NDCEE functions as a national resource for the development and dissemination of state-of-the-art innovative environmental, safety, occupational health, and energy (ESOH&E) technologies and provides a means for transitioning those technologies to solutions of ESOH&E problems in support of the DoD, other Government agencies and private industry needs. The NDCEE program provides a structured approach to systematically address DoDs ESOH&E technology needs in the following areas: -Hazardous waste treatment, -Management of Resource Conservation and Recovery Act (RCRA)-type wastes, -Waste minimization, -Municipal solid waste and incineration issues, -Management and treatment of hazardous air pollutants, -Medical waste disposal, -Mixed waste management and disposal, -Remediation of contaminated sites, -Chemical and biological weapons destruction, -Recycling of materials, -Water treatment issues and water use and reuse, -Pollution of ground and surface water, -Above ground and underground storage tanks, -Nuclear waste management and disposal, -Corrosion prevention and control, -Solvent substitution and aqueous based cleaners, -Ozone depleting substances, -Location, removal, and demilitarization of unexploded ordnance, -Demanufacturing of electronic equipment for recycling and reuse (DEER2), -Alternative and sustainable energy use solutions, -Fossil fuel conservation solutions (reduction of DoDs carbon footprint), -Safety initiatives/technologies to reduce preventable accidents including meeting challenges laid out by the Defense Safety Oversight Council (DSOC), -Occupational Health initiatives such as facilitation of increased participation and advancement in the OSHA Voluntary Protection Program (VPP), -Occupational Health improvement technologies to reduce occupational health hazards, and -Other initiatives as agreed to by the DoD and the NDCEE. Four core activities comprise the NDCEE mission. These core activities are (i) Management & Operations, (ii) Industrial Base Integration, (iii) Environmental, Energy, Safety, and Occupational Health Information Analysis, and (iv) Creation and operation of Demonstration Facilities. (i) Management & Operations core activities consist of regular coordination with Government NDCEE managers, preparation of demonstration/validation plans and reports, execution of tests, conduct of cost/benefit analyses, dissemination of technical results and facilitation of technology transfer. (ii) Industrial Base Integration activities consist of preparing periodic NDCEE program-wide publications such as newsletters, capability summaries, and task descriptions; establishing multimedia tools for technology transition such as compressed digital videos, interactive multimedia compact disks, video conferencing, and World Wide Web communications, and providing support for NDCEE exhibitions at conferences. (iii) Environmental, Energy, Safety, and Occupational Health Information Analysis (EIA) activity identifies, accesses, consolidates, and integrates existing subject matter technical and regulatory data. (iv) Demonstration Facilities operation is a core capability of the NDCEE mission that reduces the risk of change. The Demonstration Facilities accommodate commercial-scale production equipment and houses the necessary equipment to test and evaluate technologies and materials at bench to prototype scales, before implementing them at DoD facilities. The facilities capabilities include demonstration, validation, and training in organic finishing, inorganic finishing, advanced cleaning, coatings removal, and process water reuse and recycle. The Demonstration Facilities are also used as training facilities. A single award indefinite-delivery, indefinite-quantity cost-plus-fixed-fee type contract is contemplated with an ordering period of five years. The North American Industrial Classification System (NAICS) Code applicable to this acquisition is 541712 with a Small Business Size Standard of 500 employees. Interested Offerors having the required specialized capabilities/qualifications to support the work are asked to submit a capability/qualification statement of 10 PAGES or less. There is no required font size and/or type designated for this Capability/Qualification Statement. Figures, exhibits, and diagrams should be readable.
