- Type of Notification: Sources Sought. This is a sources sought synopsis only. Requests for a solicitation will not receive a response. The purpose of this sources sought synopsis is to gain knowledge of potential qualified sources. Responses to this notice shall include the following: (a) company name (b) address (c) point of contact (d) number of employees as defined by the Federal Acquisition Regulation (FAR) part 19.101 and (e) the amount of annual receipts as defined by the Federal Acquisition Regulation (FAR) part 19. In addition, the respondent must provide a capability statement that addresses the organizations qualifications and ability to perform as a prime contractor for the description of services required. Description: Community-wide, Outreach Youth Ministry program for High School Students, Fort Bragg, North Carolina. Draft Description of Services: The Contractor shall all provide all labor, materials, equipment and transportation necessary to conduct a community-wide religious program for High School students, working alongside and in support of ministry provided by the Fort Bragg Ministry Team and chapel congregational adult volunteer leaders, Fort Bragg, NC. Youth ministry services provided through this contract shall be specifically non-denominational in scope, applied within a pluralistic military community environment, and must accommodate the free exercise needs of all participants. The need for specialized Youth Religious Activities is outlined in AR 165-1. The primary focus of youth ministry services for this contract is to provide religious education and faith development opportunities for youth that are not regularly affiliated with established chapel congregational youth programs. The Contractor shall work closely with chaplains and leaders of congregational programs, as well as other military and civilian agencies, to provide training for congregational leaders, assist in planning, organizing and leading activities such as camps, retreats and service projects. The goal is to support and compliment ongoing chapel programs and enhance ministry and religious education for youth throughout the Fort Bragg community. The Contractor shall also develop relationships and programs that extend chapel-based ministry to other significant locations and activities where youth live and spend time, such as neighborhood community centers, school and sports and recreational activities, etc. Services shall include creating supportive relationships with youth, one on one and small group discussions, weekly gatherings, day-long fellowship outings, weekend retreats, and week-long camps or service projects. The Contractor shall recruit, train and sustain a team of adult volunteer leaders as an integral part of the overall youth ministry services. It is the responsibility of the Contractor to articulate and develop promotional campaigns and endeavors, and to maintain records of supplies, materials and attendance of youth and volunteers. The Contractor shall have specific training in outreach-focused youth work with a minimum of four (4) years of full-time vocational experience in youth ministry, and at least two (2) years service in support of military youth ministry. The Contractor shall have received a specific orientation regarding the military community and military environment. Specific Tasks. The Contractor shall ensure all programs and activities are inclusive of all Christian traditions. See line item list for specific number required for each task. Recruit, Train and Utilize Volunteer Leaders in Ministry: The Contractor shall create and sustain a team of volunteer leaders to actively participate in the ministry and enhance overall effectiveness of program services. The goal is to build and sustain a team of 5-10 volunteer leaders. All volunteer leaders must be approved by the Installation Chaplain. In order to satisfy this line item for payment the Contractor must accomplish at least three of the following each month: "Recruit and/or process the application of a prospective volunteer. "Interview a prospective volunteer. "Process Installation Chaplain action/approval for a recommended volunteer leader. "Conduct individual training and development sessions with a volunteer. "Conduct a group training session with volunteer leaders. "Conduct an individual or group planning and organization meeting with volunteer leaders. Community-wide and/or Neighborhood Youth Outreach/Club Meetings: These are group meetings of teens and adult leaders are designed to attract and relate to youth from throughout the Fort Bragg military community, especially those that have limited consistent religious input in their lives. Meetings shall typically use a variety of communications medium that shall appeal to a diverse group of youth, such as music, skits, games, humor, and a clear, concise, relevant presentation of the Gospel. Creating a vibrant, safe, relational environment is an essential part of these meetings. A team consisting of the Chaplain Youth Ministry Pastor, Director of Religious Education and congregational adult youth leaders shall work with the contractor to develop specific content and format of these meetings, such as frequency, location, time, etc. Weekend Retreats: Each retreat shall include at least one (1) over night stay. Retreats shall allow students extended time to build relationships with adult leaders and other students and provide opportunities to further explore issues of faith and spiritual growth. Contractor shall submit a detailed retreat plan to the Installation Chaplain for approval at least 30 days prior to the event. The plan shall address, at a minimum, ministry goals, schedule, adult leadership, speakers and program support, location, safety, budget, transportation and promotion. Contact, Build Relationships and Spend Time With Students: Contractor and approved volunteer leaders shall meet students and build relationships during normal activities in the community. Contacts shall normally be 15 to 60 minutes in duration. Specific activities shall vary and shall include things such as time to get to know a student, one on one discussions or counseling, attending or participating in sport, recreation or school clubs or activities, meetings with small groups of students, one on one or small group Bible studies, etc. With the monthly report, the Contractor shall provide a by name, date and activity list of contacts conducted that month. Day-long Fellowship Activities: Activities are designed to build relationships in a fun, adventurous, safe environment that shall create increased interest in the overall ministry. Examples of day-long activities include a trip to a water or amusement park, canoe trip, paintball, concert, college or professional sports event, etc. Monthly Newsletters: Compile and prepare twelve (12) monthly newsletters for publication and distribution throughout the Fort Bragg community. Newsletters should inform and help to create interest in the youth ministry program and include items such as past month and upcoming ministry activities, photos, etc. Youth Camp or Service Project: Camp or Project shall be at least 4 days in duration and include recreational activities, fellowship, and spiritual formation and growth. Monthly Reports: The report should include a brief description of significant ministry activities or events; the number of participants, number of volunteers and volunteer hours; and upcoming plans or ministry activities. The Contractor shall coordinate the format of the report with the Installation Chaplain. Quarterly Action Plans: The Contractor is required to submit a quarterly action plan outlining the significant planned activities for the quarter. The action plan shall include anticipated resources and projected participation of students and volunteers. Action plans shall be submitted to and approved by the Installation Chaplain at least 30 calendar days in advance of implementation. Except in first quarter of the contract implementation, the Contractor shall have 10 calendar days from date of award to submit its first quarterly action plan. Support Congregational Youth Leaders and Activities: Provide support to enhance congregational youth ministry groups. Support includes activities such as youth leader training events; assistance in planning monthly, quarterly or annual programs and major events; organizing and conducting events in support of congregational youth groups, etc. The overall intent is to enhance existing chapel youth programs by providing professional youth ministry expertise to congregational leaders. Contractor shall work with congregational chaplains and youth leaders, the Director of Religious Education and the Installation Chaplain to design specific support activities. Any information submitted by respondents to this sources sought synopsis is strictly voluntary. The Government will not pay for any information that is submitted by respondents to this sources sought synopsis request. The Government will in no way be obligated to purchase all or part of the items described above, and is providing this information as general information only. The Government will in no way be bound to this information if any solicitation is issued. Once the Government determines the type of contractor eligibility that will be solicited for this requirement, a solicitation will be presented to qualified offerors requesting a complete quotation be submitted for evaluation based on price. The participation of 8(a), Hub Zone, Small Service Disabled Veteran Owned, Women Owned, and Disadvantaged Small Businesses are highly encouraged to participate if technically capable.
