- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is W9114F-09-M-0001/ reference W91YTZ-09-T-0001. The proposed contract action is for American Red Cross which the Europe Regional Contracting Office intends solicit and negotiate with only one source under the authority of FAR Part 6.302-1 (b) (2) Only one responsible source. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice is not a request for competitive proposals, however, all proposals received within 5 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-26. Not a set-aside. Products with generally clinically acceptable shelf life are required. Contractor must allow for exchange of products with other facilities in the network without any additional cost. Required delivery is 90 minutes upon receipt of award.
