Description
This is a combined synopsis/solicitation for commercial services and items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. Quotations are being requested and a written solicitation will not be issued. The incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-26. The solicitation number is OIS-08-390 and is issued as a Request for Quotation (RFQ). This solicitation is unrestricted. This procurement is intended as a fixed price purchase order with a one year period of performance. The North American Industrial Classification System (NAICS) code for this procurement is 541511. The software subscription support needed by the U.S. Nuclear Regulatory Commission (NRC) is as follows: 1. IBM Lotus Forms Designer Registered User Annual SW Subscription & Support Renewal - 12 months 2. IBM Lotus Forms Servers Processor Value Unit (PVU) Annual SW Subscription & Support Renewal - 12 months 3. IBM Lotus Forms Viewer Authorized User Annual SW Subscription & Support Renewal - 12 months 4. IBM Lotus Forms Viewer 25 Page Annual SW Subscription & Support Renewal - 12 months The full text of the FAR provisions or clauses that apply to this acquisition may be accessed electronically at http://acquisition.gov/comp/far/index.html. The following clauses/provisions apply to this acquisition: (1) 52.212-1, Instructions to Offerors – Commercial (SEP 2006), (2) 52.212-4, Contract Terms and Conditions - Commercial Items, (3) 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (June 2007), (4) 52.222-3, Convict Labor, (5) 52.222-19, Child Labor--Cooperation with Authorities and Remedies, (6) 52.222-50, Combating Trafficking in Persons (Applies to all contracts), (7) 52.225-13, Restrictions on Certain Foreign Purchases, (8) 52.232-33, Payment by Electronic Funds Transfer--Central Contractor Registration (31 U.S.C. 3332), (9) 52.223-6 Drug-Free Workplace, (10) 52.233-1 Disputes, (11) 52.233-4 Applicable Law For Breach of Contract Claim. Offerors are to include a completed copy of provision 52.212-3 Offeror Representations and Certifications - Commercial Items, with their offer. The NRC requires the prospective awardee to be registered in the Central Contractor Registration (CCR) database prior to award, during performance, and through final payment of the resulting contract in accordance with Federal Acquisition Regulation, 52.204-7, Central Contractor Registration. Processing time, which normally takes 48 hours, should be taken into consideration when registering. Potential Offerors who are not registered should consider applying for registration immediately if interested in responding to this solicitation. Potential Offerors may obtain information on registration and annual confirmation requirements via the internet at http://www.ccr.gov. The Government will not reimburse interested parties for any costs associated with responding to this business opportunity. Quotations will be evaluated and awarded to the lowest technically acceptable quote. All quotes are due no later than 3:00 p.m. EST on October 15, 2008.
