Description
Naval Air Systems Command (NAVAIR) intends to award a Sole-Source Cost Plus Incentive Fee (CPIF) contract to Rockwell Collins Inc. for System Development and Demonstration (SD&D) of the Block IA Modification to the E-6B aircraft, pursuant to the authority provided in 10 U.S.C. 2304(c)(1), as implemented in FAR 6.302-1, “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.” Under the proposed Contract, Rockwell shall install an Auxiliary Power Unit (APU) Upgrade (QTY 1 each), replace the Very Low Frequency Transmit Terminal (VLF TX) (QTY 2 each), refurbish the High Power Transmit Set (HPTS)(QTY 1 each) and procure associated Program Spares (QTY 1 Lot). The Government does not possess adequate technical data to competitively award this requirement. The APU upgrade must interface with the Environmental Control System (ECS) and the electrical load design elements which Rockwell is developing under the E-6B Block I Modification Contract, N00019-04-C-0101. The VLF TX replacement must interface with the Block I Mission Avionics Processing System (MAPS) and the KG-333 Cryptographic Modernization equipment, which Rockwell is developing under Air Force Contract FA8722-04-C-0004. The Technical Data Package (TDP) for the ECS and the electrical load design elements will not be available until FY10 when the Block I Modification Contract is complete. The Interface Control Documentation for the MAPS Software also will not be available until the Block I contract is complete. The Interface Control Documentation for the KG-333 Cryptographic Modernization Equipment will not be available until FY10, when the Air Force Contract is complete. In order to meet a required Initial Operational Capability (IOC) date in FY14, SD&D for the Block IA Modification must be complete by Q3 FY 12. Thus, there is not adequate time to compete this requirement and still meet the required IOC date. A Solicitation is not available at this time. When a Solicitation becomes available, it will be posted on the NAVAIR website at: http://www.navair.navy.mil/doing_business/open_solicitations. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by NAVAIR.
