- Description: The Government is seeking sources for the procurement an in line Clip-on Sniper Night Sight (SNS), spares and repair part information with illustrations, technical manuals, operator/maintainer training, and interim contract logistics support. This effort is planned to be pursued as a commercial item purchase, pursuant to FAR 2.1, which provides the standard definition of a commercial item. Standard practices for Acquisition of Commercial Items, as set forth in FAR 12.203, will be applied throughout the process. The Clip-on SNS is a lightweight, in-line night sight for use on the M110 Semi-Automatic Sniper System (SASS) that mounts in front of the day optic sight (T). The M110 utilizes 7.62 mm NATO ammunition. The clip-on SNS is an image intensified passive device designed primarily for use by the sniper during periods of limited visibility conditions and at night. The system shall use an 18mm GEN III/Omni IV weapons grade auto-gated image intensifier tube as minimum. It shall employ a variable gain image tube that can be adjusted by the user depending on ambient light levels. A MIL-STD-1913 mounting interface is integrated into the base of the sight to permit the sight to be quickly mounted or dismounted to the weapon. A maximum of two (2) Alkaline or Lithium 1.5 Volt dc AA commercial battery cells shall power the SNS image intensifier (I2) tube (T). One (1) Alkaline or Lithium 1.5 Volt dc AA battery to operate the system is preferred (O). The Clip-on SNS should consist of the integrated mounting interface and a carry case. Ancillary equipment includes, the following: objective lens cover, eyepiece lens cap, operator's manual, lens paper, batteries, and a coupling device to block light leakage at the interface between the day optical sight and the in line clip-on SNS. The soft carrying case provides protection against the conditions associated with carrying the SNS and its ancillary equipment in a military field environment and must interface with Modular Lightweight Load-carrying Equipment (MOLLE). The sight should consist of a body, objective lens, eyepiece lens, I2 tube, any relay lens, an objective focus capability, and an integrated mounting adapter which interfaces directly to the MIL-STD-1913 rail. The electronic controls should include a capability to turn the sight ON or OFF and provide for variable gain control. The Clip-on SNS when operated with the day optical sight of the SASS, shall provide a trained sniper the capability in moon conditions to recognize a standing man at 600m (T), 1,000m (O). The Measure of performance for target engagements during limited visibility/night engagements for a trained sniper employing the SASS with a suppressor and the clip-on SNS to be able to engage and hit personnel-sized targets at 300-600 meters (T) and 1,000+ meters (O). The sight shall be waterproof and be submersible to 3 feet of water for 4 hours minimum. External surfaces (excluding lens) do not have to be black. The surfaces shall be a flat finish that is non-reflective and corrosion resistant. A color that matches one of the colors in the Army Combat Uniform (ACU) or the color of the SASS is preferred. Contractually compliant system deliveries from any resultant contract are expected to begin no more than 180 days after contract award. Potential offerors will be required to submit technical information in hard copy addressing system performance and environmental characteristics. Two (2) production representative samples are required to be submitted with the technical information. Offerors who have delivered representative systems to the US Army in the last 12 months shall submit the following information: Contract number, contract date, Contracting Officer, and contact information to include telephone number and email address. Production samples will be tested in a laboratory environment. Sample systems will be returned to the offeror NLT than 60 days after receipt. This request is limited to contractors that are capable of providing completely integrated systems that meet the requirements herein defined. All information is to be submitted at no cost or obligation to the Government. Information obtained through this sources sought announcement will be utilized for planning purposes only.
