- The Naval Air Systems Command (NAVAIR) is seeking comments on a draft Request for Proposal N00019-09-R-0200, draft Performance Work Statement and draft CDRLs documents for Contractor Logistics Support (CLS) of the eight United States Navy (USN) C-40 aircraft. This procurement is contemplated as a fixed price type contract for a base award and five options. The C-40A aircraft are Federal Aviation Administration (FAA) 14 Code of Federal Regulations (CFR) 121/145 Category Airworthiness certified, Boeing commercial-derivative (737-700) cargo/transport aircraft that has been modified with Navy required items. The C-40A aircraft shall be operationally supported as organic organizational level and commercial depot level, with the option to transition to a combination (mized) organic and commerical organizational maintenance or total commercial organizational maintenance support. In order to maintain FAA Certifications, all maintenance must be performed to 14 CFR 121 standards; all avionics systems and components must be installed and maintained in accordance with the manufacturer’s specification as delineated in 14 CFR Part 43 and repaired by a certified 14 CFR Part 145 Repair Facility; and offerors must be able to provide, or have access to, a Federal Aviation Regulations Part 121 Commercial Parts pool. Each offeror will be required to obtain a Boeing License Agreement and a notification letter from The Boeing Company authorizing the release of Boeing’s proprietary data to the offeror for the maintenance and repair of Boeing designed aircraft (737-700 / C-40A Aircraft). The draft documents are being issued to provide potential offerors and other stakeholders the opportunity to provide the C-40 program with comments and clarifying questions prior to the release of the final request for proposal. A pre-solicitation conference (commonly referred to as “Industry Day”) will be conducted to afford offerors an opportunity to ask clarifying questions on the draft material prior to conclusion of the comment period. The Government requests that potential offerors provide feedback on the use of either FAR Part 12 commercial or FAR Part 15 contracting methods for this pending requirement. Instructions are included in this notice on how to review the draft documents, how to submit comments, clarifying questions, and responses and how to register for the C-40 Industry Day. Draft Specifications/SOW: The draft specifications/drawings are available on the NAVAIR website at http://www.navair.navy.mil/doing_business/open_solicitations Industry Day: The C-40 team will conduct an Industry Day on 28-30 October 2008 at NAS Jacksonville, FL from 0900 - 1200 EST. The purpose of the event is to provide a status update of the C-40 program, inform industry of program requirements, competition timeline, and to provide a Question & Answer/networking opportunity. The Government will conduct one-on-one discussions during this event. This announcement is not a contract, request for proposal, a promise to contract, or a commitment of any kind on the part of the Government. The Navy will not assume liability for costs incurred by an attendee or for travel expenses or marketing efforts; therefore, attendee cost in response to this notice is not considered an allowable direct charge to the Government. Industry Day Registration: Registration will be conducted in advance; doors will open at 0830 EST, 28 October 2008. Registration is open to United States Government Agencies and their Contractors only. Attendees are required to identify their nationality and their positions within the company they represent. This is a no-fee event and seating is limited. Use the Registration Form posted at http://www.navair.navy.mil/doing_business/open_solicitations to request up to 4 attendees per CAGE code. Send the Registration Form by 21 October 2008, to Christine Hill at christine.hill@navy.mil. Please cc: Mr. Bill Fleming at william.e.fleming@navy.mil when emailing. An email confirmation will be sent upon receipt along with directions to the meeting location and local hotel information. Attendee substitution requests may be submitted to the same points of contact by18 August 2008. An email confirmation will be sent upon receipt. Late registration and “walk-in” requests will not be permitted. Attendees must present a CURRENT photo ID (driver’s license, military ID, company ID or passport) matching the attendee information submitted via the Registration Form to gain entry into the event. Attendees are encouraged to arrive early to permit sufficient time for check-in. This is an UNCLASSIFIED event; no clearances are required. Information presented at the event will be made available to offerors unable to attend via the same process used for Specification/Drawing requests. Companies responding to this request should indicate whether they are a large or small business, small disadvantaged business, woman-owned business, HUBZONE small business and/or service disabled veteran-owned small business. Please inform us if your company intends to perform the work as the prime contractor or if you desire to subcontract with a prime contractor. Ensure your response contains your company’s name, street address, point of contact with phone number and email address, company web page URL. All responses must be unclassified. The Government will not reimburse any preparation costs. Companies seeking subcontract opportunities are welcome to attend Industry Day or submit information that will be distributed to attendees at Industry Day. Firms requesting that their company information is available for distribution are responsible for supplying sufficient written and/or electronic copies. Comments, Clarifying Questions, and Responses: Unclassified written comments, recommendations, and questions regarding the draft documents shall be submitted by 21 October 2008 to the following: christine.hill@navy.mil or at Department of the Navy, Commander, Naval air Systems Command, Building 2272, Room 256, Attention: Christine Hill, AIR 2.4.3.1.7, 47123 Buse Road Unit IPT, Patuxent River, MD 20670-1547. Questions should be limited to matters not involving classified and/or business proprietary matters. At any time after receipt of comments/questions, the Government reserves the right to contact respondents for further clarification of the submittal. A potential Bidder’s List will be compiled from draft document requests and Industry Day registrations and will be posted to website: http://www.navair.navy.mil/doing_business/open_solicitations. Additionally, questions received from potential offerors and Government responses will be posted to the same site after 5 November 2008. After consideration of all comments received, a final RFP shall be issued no earlier than 45 days after Industry Day. Industry will be given 60 days to respond. Contract award is anticipated in the 4QFY09 timeframe.
