- U.S. Fish and Wildlife Services contemplate issuing a solicitation using Invitation For Bid (IFB) procedures and award of a Firm-Fixed-Price contract to build a new Environmental Education Pavilion at Clarks River National Wildlife Refuge Benton, Kentucky. NAICS CODE 238190. The work requires the successful bidder to construct a wood frame Pavilion on a new concrete foundation and concrete slab, FWS Asset No.10053444, at Clarks River National Wildlife Refuge. The magnitude of this project is between $100,000 and $250,000.The U. S. Fish and Wildlife Service is presently using Electronic Commerce (EC) to issue Invitation for Bids and award contracts. You must register in EC at website http://www.ccr.gov. If you have any registration questions, please call 1-886-705-5711. Once registered, solicitations may be viewed online at either http://www.fedbizopps.gov or http://www.ideasec.nbc.gov. For questions at the Department of Interior (EC) site, please call the help desk at (703) 390-6633. This will be the only means of obtaining the solicitation/award. All prospective bidders with access to the internet and an e-mail address can receive electronic notifications of solicitations and awards: CAUTION: This solicitation will be issued electronically as will any amendments there to. Thus, the Government is under no obligation and is, in fact, unable to maintain a bidders' mailing list. It is, therefore, incumbent upon any interested parties to obtain any amendments which may be issued. Failure to obtain any said amendments and to respond to them by the date and time set for receipt of proposals/bids or amendments thereto, may render the bidder non-responsive and result in the rejection of the offer. All prospective contractors are required to submit or upload their organization Representations and Certifications at https://orca.bpn.gov prior to submitting a bid. Failure to do so will render bidders non-responsive. Telephone requests for solicitations/amendments will not be accepted. All bids must be received at this office not later than the date and time specified in the solicitation or any amendments thereto. The solicitation will be issued on October 14, 2008.
