Description
SBS FY 09 Acquisition Sources Sought FedBizOpps Reference # NE - MACDILL-BASE OPERATIONAL FINANCIAL MANAGEMENT SERVICES The United States Air Force, 6th Contracting Squadron, MacDill AFB, FL is seeking sources for a contemplated contract for BASE OPERATIONAL FINANCIAL MANAGEMENT SERVICES. The 6th Contracting Squadron (6 CONS) at MacDill AFB issues this Request for Information (RFI) to help determine the availability and technical capability of qualified companies capable of meeting the Government's needs. The information collected is for planning purposes only. This is not a Request for Proposal (RFP), nor is a Request for Quote (RFQ). It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals, nor quotes. No award will be made as a result of this RFI. The Air Force will NOT be responsible for any costs incurred by interested parties in responding to this RFI. This FedBizOpps notice is an announcement seeking market information. Acknowledgment of receipt of responses will not be made, nor will respondents be notified of 6 CONS evaluation of the information received. As a result of this Request for Information 6 CONS may issue a Solicitation/Request for Proposal (RFP). However, should such a requirement materialize, no basis for claims against 6 CONS shall arise as a result of a response to this Request for Information (e.g., use of such information as either part of its evaluation process or in developing specifications for any subsequent requirement). All respondents are requested to identify their firm's size and type of business (e.g. large business, small business, service-disabled, HUBZone, 8(a), etc). For purposes of this RFI, this is a Service-Disabeled Veteran Owned Small Business set aside. The performance location is MacDill AFB, Florida. For the purpose of this RFI the anticipated North American Industrial Classification System (NAICS) codes are 561611 Financial Management Consulting (Except Inverstment Advice) with a size standard of $7,000,000.00. All interested parties are invited to respond and must have current Central Contractor Registration (CCR). If your firm has an interest in proposing on the requirements described above, please e-mail a Capability Statement to Mr. Nelson Escribano at nelson.escribano@macdill.af.mil. Not Later Than 13 October 2008, 12:00 p.m. E.S.T. The Capability Statement should include general information and technical background describing your firm's experiences in contracts requiring similar efforts to meet the program objectives. Interested parties shall not submit more than 5 single-sided; type-written pages using 12-point type or larger following the provided template (attachment 1). Request Capability Statements include the following: 1. Company name, address, point of contact (POC), telephone number, fax number, e-mail address, NAICS code, GSA schedules held, company size (small, large business); if small, indicate type (8(a), small disadvantaged business, HUBZone, minority-owned, woman-owned, veteran-owned, etc.). 2. Demonstrate ability to support broad range of financial management services to support elements of work described in attachment 2 at MacDill AFB (Tampa FL) so contractor shall include any capabilities/experience. 3. Demonstrate contingency ability to provide a significant increase of support (e.g. rapidly identify, equip and employ resources) in the event of special requirements supporting functions and activities to include the possibility of an End of Fiscal Year (EOFY) surge in size or complexity of projects or requirements. 4. Past/Current (present to past 3 years) Performance Background as it relates to relevancy, recency, capacity, and capability. Item's #2-3 such that you were the Prime or Sub Contractor, to include private and public sector performance as well as: a. Contract identification number(s) b. Title and a brief summary of the objective of the effort c. Contracting agency or firm (Government or commercial) d. Value of the contract(s) e. Type of contract(s), i.e., fixed price, cost reimbursement, labor hour f. Percentage of work done as the Prime Contractor g. Ability to secure bonding up to $5M (Bid, Payment, Performance, etc.) ***PWS IS FOR INFORMATIONAL PURPOSE ONLY, AND IS ONLY TO PROVIDE PERSPECTIVE OF WHAT SUPPORT IS REQUIRED. ***BONDING IS NOR PART OF REQUIREMENT.
