THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH THE ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; PROPOSALS ARE BEING REQUESTED, A WRITTEN SOLICITATION WILL NOT BE ISSUED. THE REQUEST FOR QUOTATION NUMBER IS H92242-08-T-0621. THIS SOLICITATION DOCUMENTS INCORPORATES PROVISIONS AND CLAUSES THAT ARE IN EFFECT THROUGH FAC 2005-23, DATED 26 DECEMBER 2007 AND DFARS CHANGE NOTICE 20080110. THE DPAS RATING FOR THIS SOLICITATION IS S1. IT IS THE RESPONSIBILITY OF THE CONTRACTOR TO BE FAMILIAR WITH THE APPLICABLE CLAUSES AND PROVISIONS. THE CLAUSES MAY BE ACCESSED IN FULL TEXT AT THESE ADDRESSES: HTTP://FARSITE.HILL.AF.MIL AND HTTP://WWW.ACQ.OSD.MIL/DPAP/DFARS/INDEX.HTM. THE NAICS CODE IS 611699, THE SIZE STANDARD IS $6.5 MIL. THE NAVAL SPECIAL WARFARE GROUP 4 REQUESTS RESPONSES FROM QUALIFIED SOURCES CAPABLE OF PROVIDING AIRBOAT OPERATIONS TRAINING. PERFORMANCE SHALL BE IN ACCORDANCE WITH THE BELOW STATEMENT OF WORK. THIS REQUIREMENT IS FOB DESTINATION. LESSON PLAN TIMELINE. The AIRBOAT OPERATIONS, MODULE 1, TRAINING PROGRAM IS DESIGNED AS A 40 HOUR TRAINING SESSION. THE MODULE 1 PROGRAM IS DIVIDIED INTO 12 HOURS OF CLASSROOM INSTRUCTION AND 28 HOURS OF PRACTICAL FIELD APPLICATION OF INSTRUCTION INSPECTION, SAFETY AWARENESS, AND OPERATION OF THE AIRBOAT ALONG WITH ITS ASSOCIATED EQUIPMENT. THE TRAINING PROGRAM WILL UTILIZE A TOTAL OF 14 PERSONNEL DIVIDED AS FOUR (4) CLASSROOM INSTRUCTORS, SIX (6) AIRBOAT OPERATORS, TWO (2) MECHANICAL AUTHORITIES AND TWO (2) SUPPORT STAFF TO ADMINISTER THE PROGRAM. INSTRUCTIONAL CHRONOLOGY INCLUDES: MONDAY 0800-1630 CLASSROOM INSTRUCTION TO INCLUDE: •INTRODUCTION AND SAFETY PRECAUTIONS FOR THE PROGRAM. •AIRBOAT NOMENCLAURE AND COMPONENT FUNCTION. •UNIQUE CHARACTERISTICS AND OPERATIONAL PRECUATION ADVISORIES OF THE AIRBOAT. •MAINTENANCE, MALFUNCTION, AND REPAIR OF THE AIRBOAT. •PRESTART CHECKLIST, STARTING PROCEDURES and TROUBLE SHEOOTING STARTUPS. •SPECIAL TOWING CONSIDERATION. LAUNCH AND RECOVERY PROCEDURES. •AIRBOAT OPERATION PROCEDURES. •MITIGATING HAZARDS ENCOUTERED IN AIRBOAT OPERATIONS. TUESDAY 0800-1200 CLASSROOM INSTRUCTION 1230-1630 FIELD INSTRUCTION TO INCLUDE: •NIGHT TIME AIRBOAT OPERATION PROCEDURES. •PROCEDURES FOR OPERATING AIRBOATS IN CLOSE PROXIMITY. •EXPROPRIATION OF AIRBOAT PROCEDURES •FIELD SAFETY PROCEDURES AND PERSONAL SAFETY EQUIPMENT INSTRUCTON. •STUDENTS DEMONSTRATE: 1.PRESTART INSPECTION OF THE AIRBOAT. 2.STARTUP PROCEDURES OF THE AIRBOAT. 3.LAUNCH AND RECOVERY OF THE AIRBOAT. 4.TRAILERING OF THE AIRBOAT. 5.EXPROPRIATION OF THE AIRBOAT. 6.PEOPER LOAD DISTRIBUTION OF THE AIRBOAT. WEDNESDAY 0800-1630 FIELD INSTRUCTION AND STUDENT PARTICIPATION TO INCLUDE: •STUDENTS WITNESS AIRBOAT OPERATIONS. •STUDENTS ARE INSTRUCTED ON AND PARTICIPATE IN AIRBOAT OPERATIONS UNDER INSTRUCTORS SUPERVISION. •STUDENTS DEMONSTRATE ABILITY TO: 1.PERFORM BASIC AIRBOAT OPERATION MANEUVERS UNDER LOW POWER AND WHILE IN SHALLOW WATER. 2.CONTROL ZONES OF DANGER AND EXERCISE SAFETY PRECAUTIONS NECESSARY TO PROTECT THE AIRBOAT AND ITS PASSENGERS. 3.NAVIGATE THROUGH A SERIES OF CONTROLLED COURSES DESIGNED TO DEVELOP BASIC SKILLS. THURSDAY 0800-1630 FIELD INSTRUCTION/STUDENT PARTICIPATION TO INCLUDE: •STUDENTS PARTICIPATE IN AIRBOAT OPERATIONS UNDER INSTRUCTORS SUPERVISION. •STUDENTS ARE INSTRUCTED ON AND REQUIRED TO DEMONSTRATE THE ABILITY TO: 1.OPERATE THE AIRBOAT IN DEEP WATER AND WITH VARYING THROTTLE APPLICATION. 2.OPERATE THE AIRBOAT IN A DYNAMIC SURFACE ENVIRONMENT WITH SLOPE DEVIATIONS. 3.DOCK AND LOAD THE AIRBOAT IN WET AND DRY ENVIRONMENTS. 4.NEGOTIATE A DESIGNED COURSE THAT REQUIRES APPLICATION OF DEVELOPED/LEARNED SKILLS. FRIDAY 0800-1630 INSTRUCTION/STUDENT PARTICIPATION TO INCLUDE: 1.STUDENTS PARTICIPATE IN AIRBOAT OPERATIONS WITH AND WITHOUT DIRECT INSTRUCTOR SUPERVISION. 2.STUDENTS ARE INSTRUCTED ON AND REQUIRED TO DEMONSTRATE THE ABILITY TO: •TROUBLE SHOOT AND REPAIR THE AIRBOAT IN FIELD CONDITIONS WHILE FOLLOWING ALL SAFETY PRACTICES. •OPERATE THE AIRBOAT IN UNFAVORABLE SURFACES AND OVERCOME THEIR AFFECTS. •SOLO OPERATION OF THE AIRBOAT THROUGH A SCENARIO DESIGNED TO EVALUATE SKILL LEVEL. •NAVIGATE THE AIRBOAT THROUGH A DESIGNED/DESIGNATED COURSE THAT REQUIRES APPLICATION OF ALL PRESENTED AND LEARNED KNOWLEDGE TO COMPLETE. •PRESENTATION OF CERTIFICATE OF GRADUATION. (a) The government will award a contract resulting from this solicitation to the responsible quoter whose offer conforming to the solicitation will be the most advantageous to the Government price and other factors considered. While price will be a significant factor in the evaluation of offers, it will not be the most significant factor. The factors order of preference from most important to least important are: 1.
