- Procurement action being conducted under FAR 6.302-1 with the authority of 41 U.S.C. 253 (c), as only one responsible source and no other supplies or services will satisfy the requirement; therefore proposals cannot be submitted directly on this notice. The National Labor Relations Board intends to award a sole-source commercial purchase order to LRP Publications, 747 Dresher Road, POB 980, Horsham, PA 19044 for the following items: Federal Personnel Guide on the Web. LRP Publications is the only known source that can provide the product required. cyberFEDS on the Web exclusively offers Quick Start Guides (QSGs), Summaries of Case Decisions and Arbitration Awards, Case Index Numbering System, Forms Library, Arbitration Awards, MSPB Decisions, Pay and Benefits Civilian Personnel Decisions, Comptroller General Non-Labor Decisions, and Federal Employee Ethics Decisions. The product would provide Department/Agency personnel documents, classification/qualification library (including FPMs), EEO library (EEOC), Labor Relations Library (FLRA and arbitration awards), Employee RElations Library (MSPB), Pay & Benefits Library (Comptroller General), Workers' Compensation Library, Forms Library, News Archive, Online Conferences, Online User's Guide, Quick Start Guides, Checklists Plus+, A guide to FEderal Labor Relations Authority Law and practice, by Petr Broida,A Guide to Merit Systems Protection Bord Law and Practice, by Peter Broida, A Guide to Federal Sector Equal Employment Law and Practice, by Ernest C. Hadley, and cyberFEDS Workers Compensation Library on the web. The National Labor Relations Board (NLRB) intends to negotiate with only one source under the authority of FAR 6.302. This sole source procurement is based on 41 U.S.C. 253 (c) (1) which states that supplies or services required by the agency are available from only one responsible source. Any change would be cost prohibitive. This is a notice of intent to award a sole source procurement action and is not a request for competitive proposals. Firms who wish to challenge the sole-source must submit an interest letter that demonstrates the firm's ability to provide an equivalent service as described above. Interested parties must provide rationale, including pricing, as to why they should be considered. All interested firms must respond to TaLisa Spottswood, via email at talisa.spottswood@nlrb.gov. A determination by the Government not to compete this proposed procurement action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. NLRB will not reimburse for any costs connected with providing the capability information.
