Description
This is a combined synopsis/solicitation for services, non-personal prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This combined synopsis/solicitation is issued as a request for quote # F4D0A18206A003. Submit written offers - quote template provided upon request. Oral offers will not be accepted. All firms or individuals responding must be registered with the Central Contractor Registration (CCR) (www.bpn.gov). This procurement is being issued as a 100% Small Business Set-Aside. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-27 and DFARS Change Notice 20080915. North American Industrial Classification Standard (NAICS) 611710 and Size Standard $7.0 million apply to this procurement. Award is subject to availability of funds. Project Number: F4D0A18206A003 Project Title: Catholic RE Coordinator, Vandenberg AFB • Quote shall conform to the CLIN structure as established in this synopsis/solicitation. • A quote template is available upon request. • Quotes shall be valid for 30 days after close of solicitation. • All questions or comments must be provided to the Contract Specialist in writing; telephone and other means of oral communication shall not be permitted. The Contract Specialist is Terri Waywell, terri.waywell@vandenberg.af.mil. STATEMENT OF WORK CATHOLIC RELIGIOUS EDUCATION (RE) COORDINATOR VANDENBERG AFB, CA 1. INTRODUCTION: a. Vandenberg AFB (VAFB) is a Continental United State (CONUS) military community with a split population of Active Duty, Reserve, Civil Service employees, retirees, and dependents. The VAFB program has the responsibility of meeting the needs of this diverse community in support of Vandenberg's continuous global space mission. b. The VAFB Chapel is composed of chaplains, chaplain assistants, appropriated and non-appropriated fund contractors, and lay volunteers. The programming developed by this staff is implemented in a pluralistic environment and is subject to the standards established by the U.S. Air Force. c. The Chapel Community is a faith group supporting programs at VAFB. This community operates an energetic ministry that requires a high degree of coordination and cooperation among its staff. 2. GENERAL DUTIES AND RESPONSIBILITIES The Contractor agrees to furnish the following described services at the locations, intervals and times specified by the Vandenberg AFB Chapel. Religious Education (RE) Responsibilities: a. Recruits, trains and supervises teachers and helpers for the religious education program. Is able to plan, coordinate and direct the CCD program and all sacramental preparation programs including baptism and initial wedding preparation, administers the FOCCUS premarital inventory tool. b. Assists assigned chaplain in selection and procurement of religious education curriculum, supplemental materials, and supplies, insuring all educational materials conform to ecclesiastical and Air Force Chaplain educational requirements. Core curriculum will be selected from the Armed Forces Catholic Curriculum Guide. c. All final decisions for the content of Catholic Religious Instructions belong to the Catholic Priest rather than the hired GS employees or contracted Catholic Religious Education Coordinator. d. A Catholic priest-chaplain must have the final authority over the Catholic program on any military installation or VA hospital. All assistants or pastoral associates must be accountable to the priest-chaplain and must report to him in the interest of the common good of the Catholic Community. e. In the event of a known absence and when prior approval is given by the Catholic Chaplain or Wing Chaplain, the contractor is permitted to provide subcontractors who are equally qualified. Approval should be given at least three (3) days prior to the absence. Tasks To Be Performed: a. Keep a record of RE Class attendance each Sunday. b. Submit to the Parish Coordinator a weekly program status report for staff meetings. c. Attend weekly Chapel Staff meetings and quarterly offside as directed by the Catholic Chaplain. d. Develop and track the VAFB Catholic R.E. budget. The proposed budget must be developed and submitted to the Catholic Chaplain or in his absence to the Parish Coordinator by July 1. Consolidate the common requirements for text/materials in the Parish; prepare and submit the combined purchase request to the wing Catholic Chaplain. (Curriculum orders must be submitted no later than March.) e. Develop a proposed 18-month Calendar of Events and Classes, to be submitted to the Catholic Chaplain by July 1. f. Maintain the required AF Form 1270 data and submit monthly report to the Parish Coordinator by the 1st working day of the following month. g. Obtain and complete all sacramental records. h. Conduct ongoing registration and maintain a database of rosters of students, teachers, and staff on a quarterly basis for the Parish Coordinator. i. Recruit and train volunteers to staff the R.E. program. j. Prepare parents/ students correspondence and weekly bulletin inserts. k. Support the logistics of teaching the staff in a timely manner. Maintain adequate supplies of consumable material. Inventory resources and equipment, due by August 1 to the Parish Coordinator. l. Coordinator is responsible for: i. Scheduling and securing R.E. facilities. ii. Maintain adequate supplies of consumable and various manipulative equipment. iii. Arranging transportation needs. iv. Submitting funds request in accordance with current policy v. Maintain a continuity file for the R.E. program. vi. Attend Pastoral Council meetings. vii. Maintain the Chapel Library. m. Coordinator will be responsible for setting his/her own hours. The R.E. office should provide office hours and communication as needed. n. Coordinator must attend the monthly parish Council meetings, liturgy meetings, and be present at all events related to his/her position. Duties as Catholic Religious Education Coordinator - Pre-school though the 7th grade Weekly a. Correspondence with religious education teachers; write, copy, distribute. b. Correspondence with religious education students; write, copy, distribute. c. Some activities require phone messages. Approximately 150 students and 50 teachers. d. Assist teachers with lesson plans as needed. e. Coordinate needs for weekly activities; materials, copies, TV/VCR, etc. f. Prepare classrooms for weekly classes. g. Prepare announcements for classrooms. h. Develop and execute weekly devotions for students and teachers. Example; information about Saints, instructions on devotions, any Catholic activity pertinent to the week. i. Prepare Gospel readings and reflections for the week. j. Prepare bulletin inserts. k. Prepare, distribute, and recognize active parishioners who are leaving our parish, primarily teachers and assistants. Find replacements. l. Organize replacements for teacher. m. Fill in if needed. n. Execute disciplinary actions for each classroom. Support teachers with any issues that may arise during class time. o. Be available for and meet with parents on various issues. Monthly a. Coordinate with chapel staff for RE needs. Reserve location, supplies for various needs. b. Plan and execute upcoming RE and Parish activities. Rosaries, novenas, special services, potlucks, etc. c. Order supplies for upcoming activities. d. Coordinate monthly children's Mass. Lectors, ushers, altar servers, gift bearers, etc. e. Create perfect attendance certificates and gifts for RE. Students get perfect attendance certificates each month with a small gift. An average of 100 students receives this each month. f. Attend monthly Parish Council meetings. g. Attend monthly CWOC and bible study meetings. (optional) h. Act as liaison between Chapel staff and parishioners. i. Assist Father in any related and non-related parish projects. j. Assist in the set up and clean up of various parish activities. Yearly a. Budget the Religious Education Program. b. Coordinate teachers and assistants for each RE classroom c. Coordinate, order, and distribute supplies for each classroom. d. Coordinate, order, and distribute textbooks, bibles, and related material for each classroom. e. Coordinate, order, and distribute teacher materials for each classroom. f. Coordinate and execute teacher training and meetings throughout the year. g. Conduct student registration and donation. h. Plan yearly calendar of events. i. Plan and organize special programs throughout the year; October-the month of the Rosary, Nov, - Children's Thanksgiving Mass. Dec. - St. Lucy activity, St. Nicholas Day activities, May - Communion, May Crowning, Mother's Day activities etc. Each month lends itself to a special devotion and activity. j. Plan and execute Catechist induction. k. Plan and execute Teacher appreciation. Dinner, gifts, certificates, etc. l. Prepare certificates and gifts for student participation. m. Prepare recommendation letters throughout the year. n. Prepare cards throughout the year. o. Attend yearly conferences that will aid in the improvement of my performance. p. Assist with the organization of vacation bible school. As Coordinator of Reconciliation a. Plan and prepare parent meetings. Two or three throughout the year. b. Plan and prepare teacher meetings. Two or three throughout the year. c. Write, copy, and distribute various communication updates throughout the year. Phone calls before all events to all participating families, 30+ d. Plan, organize, and execute a Reconciliation retreat. Location food, activities, materials, booklets, etc. e. Plan and execute presentation of Reconciliation Students. f. Insure children are fully prepared to receive sacrament. g. Create a Reconciliation program to be use for the service. Create, copy, and distribute. h. Plan program and execute a 1st reconciliation service. Location, time, service, guest priests (at least three others beside Parish priest). i. Order and distribute Reconciliation certificates and gifts. j. Plan programs for parish communal penance services. Advent and Lent - location, time, program, guest priest etc. k. Create program for communal penance services. Create, copy, and distribute As Coordinator of 1st Communion a. Plan and prepare parent meetings. Two or three throughout the year. b. Plan and prepare teacher meetings. Two or three throughout the year. c. Write, copy, and distribute various communication updates throughout the year. Phone calls before all events to all participating families, 30+ d. Plan, organize, and execute a 1st Communion retreat. Location food, activities, materials, booklets, etc. e. Plan and execute 1st Communion presentation to parish and prayer partners. f. Plan and execute three rehearsals for 1st Communion Mass. g. Organize, order, and distribute parish gifts for 1st Communicants. h. Plan and execute a 1st Communion Mass. i. Create 1st Communion Mass program. Create, copy, and distribute. j. Plan and prepare a 1st Communion reception. Location, time, cake, punch, gifts, decoration, etc. k. Plan and prepare a 1st Communion dinner buffet (Pacific Coast Club) l. Prepare and send Communion Forms for each child to the Archdiocese and to each child's location of Sacramental records. As Coordinator of Children's Christmas Mass Yearly a. Write Christmas Nativity Play that will include all participating children. Write, copy, and distribute. b. Organize sign ups for Children's Christmas Mass. c. Organize assistants for Children's Christmas Mass. d. Plan music for Children's Christmas Mass. e. Organize practices. Phone calls and communication update via handouts and bulletin inserts are important. f. Organize costumes for all parts. g. Create program for Mass. Create, copy, and distribute. h. Plan birthday party reception after Christmas Mass. Birthday cake, gifts, decoration, etc. 3. SPECIAL QUALIFICATIONS All applicants must submit a written resume. The Contractor must: a. At minimum, must have a HS diploma and at least 1 year previous teaching experience in religious education, with experience as a religious education coordinator preferred. Bachelor's degree preferred. b. Must be 18 years or older. c. Must be an active, practicing Catholic and an active member in a Catholic parish community, evidenced by training, parish leadership experience, including volunteer recruitment/motivation listed in resume. d. Must be committed to the Catholic faith as articulated by the documents of the Second Vatican Council and the National Conference of Catholic Bishops of the United States. e. The Catholic Chaplain and/or Wing Chaplain may further evaluate applicants on the basis of an interview. References shall be provided with the resume. f. Must be able to perform word processing in a Windows environment. Must be capable of working with calendar programs, MS Word, and show ability to work with other software programs if necessary. g. Initiate and complete a successful criminal history background check per DoD instruction 1402.5 and local policy. The instruction states: 1. The contractor must ensure its employees have proper criminal history background checks as outlined in the instructions paragraph E6.1 2. Includes procedures that the contractor must follow to obtain checks for its employees, for example, identify the office where employees report for processing, identify proper forms to be completed, etc. Also, identify the DoD Component for billing purposes, and identify the appropriate security point of contact or installation commander as the authorized recipient of background check results. All pertinent information will be given to the contractor upon award. 3. Employees may be permitted to work before completion of background checks, provided the employee is within sight of an individual who has successfully completed a background check per paragraph E6.2. 4. Employees have the right to obtain a copy of the background check report, whom they should contact for the copy and whom to contact for procedures to challenge the accuracy and completeness of the information in the report. 5. Contractor employees who have previously received a background check must provide proof of the check or obtain a new one per paragraph E6.5. 6. IAW paragraph E.6.6 all interested parties are required to answer the following question before being considered for employment: Have you ever been arrested for or charged with a crime involving a child, and, if so, requires a description of the disposition of the arrest or charge. YES_________ NO_________ 4. CERTIFICATION OF SERVICES FOR PAYMENT: The Contractor will submit a monthly invoice to the Wing Chaplain or his/her designee for verification of performance. The monthly invoice will include the dates and times of programs and total due for said month. The Contractor will be responsible for filing any applicable social security, federal, or state taxes. The invoice will be accepted on the 5th after the completion of the service month or the first business day after the 5th if the 5th falls on a weekend. Payment will be made through the Wide Area Work Flow (WAWF). 5. DESCRIPTION OF UNITS OF WORK: A unit of work for this position consists of sixty (60) minutes. A typical workweek will consist of approximately 20 hours, but may fluctuate and will normally be determined by the activity/activities necessary to complete the intent of the contract. The Contractor is required to give a two-week notice to the supervising Chaplain for any extended period of absence that is more than three days. 6. PERIOD/PLACE OF SERVICE: The period of performance will be 1 October 2008 through 31 September 2009. Hours are to be based around the needs to accomplish work at Vandenberg AFB Chapel. The Religious Education facility, building 16140 will be the primary place for all activities. Historically, the tasks to be performed have taken approximately 20 per week. The estimated hours are for planning purposes only. The contractor understands that the hours may fluctuate depending upon the required duties. 7. STANDARDS OF DRESS: The Contractor will be neatly attired and well groomed. Business casual for worship, special rites and services, such as funerals, retirements, etc. More casual for rehearsals is acceptable. Shirts must have collars and worn as designed. Cut-offs, shorts, halter-tops, are not acceptable. Any hair length, beards, or mustaches are acceptable, provided it is neat, clean, and properly trimmed. Contractor must act in professional and business-like manner while performing this contract. 8. EQUIPMENT AND SUPPLIES: The Chapel will provide adequate work and storage space, office supplies, and repro support. The contractor will provide any contractor preferred supplies and equipment, to include transportation. 9. SECURITY: The Contractor will comply with all Air Force computer and information security requirements. 10. TERMINATION PROCEDURES: The Contractor may request termination of the contract with 60 days advance notice in writing. The government may terminate the contract at any time. The contract may be terminated by mutual consent of both parties at any time.
