- On September 10, 2008, the FAA's En Route and Oceanic Services Unit (ATO-E) announced a requirement for preparation and delivery of an Operational Safety Assessment (OSA) and an Operational Performance Assessment (OPA) in support of development of performance requirements for Surface Conflict Detection and Cockpit Alert Capabilities with consideration of arrival applications. An industry day was held on September 3, 2008 where details of the strategy to award multiple Memorandums of Agreement were explained. The industry day briefing documents can be viewed at http://www.ads-b.gov. Prior announcements may be viewed as archived documents at http://faaco.faa.gov/ using key word "ADS-B". This announcement clarifies FAA expectations regarding vendor responses and provides answers to questions which are common to all potential vendors. The FAA plans to enter into Memorandums of Agreement with multiple vendors. Under the agreements, vendors are expected to prepare as deliverables a draft OPA and OSA for a preliminary design review (PDR) and a final OPA and OSA for a critical design review (CDR). Vendors are expected to determine what teaming arrangements, resources, and disciplines are needed to prepare and deliver the documentation. The overall FAA strategy is for vendors to develop a team consisting of an avionics manufacturer and an airline in order optimize the delivered performance requirements and the associated validation demonstration. FAA envisions a cooperative interchange association with the successful vendors. FAA will invite knowledgeable experts such as controllers, operations personnel, flight services personnel, etc. as required to participate in technical interchange meetings with the vendors as the work progresses. The knowledgeable experts will be drawn from either Government personnel or personnel under contract to support FAA. Accordingly, vendor teaming arrangements under this effort should not include resources which are currently supporting the Surveillance and Broadcast Services program office such as Federally Funded Research and Development Centers (FFRDCs) and support contractors. The following answers are provided in response to specific industry questions. 1. Will the FAA meet with vendors individually (in person or teleconference) to address questions/issues after the Industry Day, but before final contract language is written? Response: We will entertain E-mail questions to Steve.Manley@FAA.gov or clarifying telecons. It is likely that some discussion will be necessary in finalizing the actual agreements. 2. Will the FAA provide the surface map data (data base), or will is be from a 3rd party vendor? Who is responsible for acquiring the airport surface map data? Response: FAA will not provide surface map data. The vendor is responsible for acquiring airport surface map data which is commercially available. 3. Will the ground to air uplink of alert data (computed on the surface) be available in all the ASDE-X airports on the FAA list provided, or only specific airport(s) Response: Ground to air uplink of alert data will not be provided. 4. Will all vendors have access to the signal in space specification and protocols, or separate vendor to vendor/provider agreements is needed? Response: Vendors will have access to signal in space, TIS-B data and essential services data as reflected in the essential services specification..
