Description
This Sources Sought Synopsis announcement is for information only, to be used for preliminary planning purposes. No proposals are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION OR A REQUEST FOR PROPOSAL (RFP) AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. The USPFO for Maine anticipates the issuance of a Request for Proposal and the award of a firm-fixed price construction contract for the Maine Army National Guard, Bangor, Maine. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of interested SMALL BUSINESS Construction firms who have construction capabilities to compete and perform a contract of this magnitude, and to address any questions, recommendations, or concerns from Industry. Description of Project: contract to provide all plant, labor, transportation materials, tools, equipment, appliances and supervision necessary to perform and complete the construction of a new 47,500 sq Regional Training Institute (RTI) Building. The facility will be a two story educational building, the work will consists of but not limited to earthwork, site work, concrete, steel, masonry, metals, steel studs, drywall, acoustical ceilings, interior finishes and painting plumbing, mechanical, electrical, fire alarm, fire protection system, doors, window, ect. Magnitude of Project: The magnitude for this project is $21,000,000. (It is anticipated that this project will be fully funded.) Performance Period: Duration of design and construction is 365 calendar days from Notice to Proceed or Award date. In accordance with Federal Acquisition Regulation (FAR) guidance, the prime contractor must have the capability to perform at least 20% of the contract work with his/her own employees. Award will be based on overall Best Value to the Government using the Trade-off process. Anticipated solicitation issuance date is 1st Quarter Fiscal Year 2009. Offerors response to this Synopsis shall be limited to 5 pages and shall include the following information: (Clarifications, questions and or comments shall be submitted in a separate WORD document and will not count towards the 5 page limitation) a. Offerors name, addresses, point of contact, phone number, and e-mail address. b. Offerors capability to meet project scheduling and timeframe. c. Offerors capability to perform a contract of this magnitude and complexity to include subcontractors, comparable work performed within the past 10 years brief description of the project, customer name, timeliness of performance, customer satisfaction, and dollar value of the project) provide at least 3 examples. d. Offerors Joint Venture information if applicable existing and potential. e. Interested U.S. firms shall provide a list of construction projects of this magnitude and complexity performed in the Northeast weather conditions. f. Offerors Bonding Capability (construction bonding level per contract expressed indollars.)
