- This is a request for information only. This is not a Request for Proposal (RFP). The US Army Product Manager Radars is seeking sources to produce the AN/TPQ-48(V)3 Lightweight Counter Mortar Radar V3 (LCMR(V)3). The approximate US Army production quantity requirement is 200 ea LCMR V3s. Additionally, other customers may elect to purchase additional LCMR V3 systems. Spares and other support will also be required for the LCMR V3. Initial contract award for this effort is expected in mid-to-late FY09 and is expected to cover 5 years. A Limited User Test (LUT) is planned for early 3QFY09 and an Initial Operational Test and Evaluation (IOT&E) is scheduled for 2QFY10. The first unit equip (FUE) date for the LCMR V3 is NLT 4QFY10. The Government does not have a build to print technical data package. REQUIREMENTS: Radar Functions: The LCMR V3 primary mission is to detect, locate, and report enemy indirect fires. The secondary mission is to provide accurate 'did hit' data of friendly fires and template/record hostile locations. The radar system shall complete the basic elements of transmitting, receiving, processing, and digital target reporting within 10 seconds (current MTP Standards) of weapon firing. Target information shall be stored for historical records. The LCMR V3 shall provide uniform continuous 360-degree azimuth coverage. The radar shall have a nominal effective range of at 10 km versus hostile indirect fire weapon systems. It shall automatically provide point of origin of hostile indirect fire weapon systems with accuracy and timeliness to support the affected units ability to employ rapid and effective counter-fire assets. It shall automatically provide point of impact of hostile indirect fire weapon systems with accuracy and timeliness to support the affected units ability to execute force protection measures. The radar shall be capable of maintaining track on simultaneous in-flight projectiles. A high probability of location for all hostile indirect fire weapon systems is required. The system shall have the capability to discriminate between hostile indirect fire weapon systems by type and subtype with a low probability of misclassification. The system shall have a low false alarm rate per continuous 24 hour period. The system shall have self-survey capability including self leveling, northfinding, and self location and accept survey data through manual download of at least a fifth order of survey accuracy or better. The radar shall alert the operator to the presence of jamming or interference. The radar system shall have low light characteristics. The equipment design shall protect against the risk of electric shock and other hazards during normal use and under any likely fault condition. The LCMR(V)3 shall be able to communicate and pass data with selected Army Command and Control Systems (ACCS). The LCMR(V)3 shall be capable of communicating its target location data via Type 1 NSA Encryption to an operator at a minimum distance of 1 km through wired and/or wireless media. The system shall meet and maintain Information Assurance defense in-depth standards and be certified and accredited from a system and sub-systems DOD Information Assurance Certification and Accreditation Process (DIACAP). The radar system architecture shall be designed for future growth potential. The system shall be easily reconfigurable through mission planning software loads with no hardware changes. Digital topographical and meteorological data shall be used and be easily imported into the system. Prime Power Source: The LCMR V3 system shall incorporate a means to operate from commercial, vehicle, and generator power without system degradation. All target location data storage systems will be capable of holding their data via battery backup in the event of prime power failure for a period of 60 minutes. Reliability and Maintainability Requirements: The LCMR V3 shall have a 91 percent probability that one of two systems operate for a 72 hour continuous mission pulse. The LCMR V3 design architecture shall support a two level maintenance support concept which allows for modular/sub-component replacement of repairable and non-repairable parts in the field. The system design shall include a comprehensive built in test capability to facilitate maximum operator repair and efficient depot repairs at the subsystem and component levels. Built in test shall minimize the mean time to repair. Transportability/Mobility Requirements: To meet the transportability/mobility requirement the system shall be packed into two-man carry cases to support the two-man lift requirement IAW MIL-STD 1472 and fit into the cargo area of a single up-armored M1152 HMMWV or equivalent for transport. The system shall be capable of being setup in 20 minutes to power up the system, and shall be capable of being disassembled in 10 minutes back into the transport cases. The system shall also be capable of being mast mounted on an up-armored M1152 HMMWV or equivalent and be capable of transport while in the mast mounted configuration. The radar system in either of its configurations shall comply with MIL-STD-810F for environmental effects and lifting (slinging) and tie down provisions that comply with the latest version of MIL-STD-209. Threat: Threat capabilities of an operational LCMR V3 cover a spectrum from commercially available systems with military applications to sophisticated, state-of -the art supplied weapons, equipment, and other technologies such as directed energy weapons (DEW). It is desired that the LCMR V3 be hardened to perform after exposure HEMP events. The LCMR shall be capable of operating after exposure to NBC events, be operated, maintained and re-supplied by soldiers in MOPP IV gear, and shall be compliant with MIL-STD-461E for Electromagnetic Effects and MIL-STD-810F for environmental effects. Market Resources Sought: Potential offerors are invited to describe their capabilities to provide the LCMR(V)3, spares and related support as described herein. All respondents shall provide sufficient supporting documentation to the government to determine if a competitive environment can be established for this effort. This shall include a high level schedule showing key events such as contract award, any required development and/or facilitization, quantity ramp up, test events and deliveries. Respondents shall identify manufacturing facilities, personnel and all necessary resources to complete the effort. Respondents shall address the maturity of their product design by identifying any systems delivered to date, whether these systems are prototypes or production representative items, the quantity of systems produced to date, test results to date and any relevant field data demonstrating the performance of their system. Customer points-of-contact (POCs) shall also be provided for these products. Respondents shall also identify any planned or required future testing and shall describe the degree of government involvement in any completed or planned formal testing. All assumptions, including any assumed government support, shall be clearly identified. All proprietary and restricted information shall be clearly marked. All information shall be submitted on or before 17 October 2008. The Government will not reimburse contractors or responders to this notice for any costs incurred in responding, or any subsequent exchange of information.
