0003 - Amendment: This amendment issued to answer questions and provide additional information. Q: 1) Are there any hold-backs to ensure warranty? A: 1)NO Q: 2) If awarded job would it be acceptable to untie palms in spring not the 6-8 weeks stated? A: 2)YES Q: 3) What kind of warranty are you requiring on the irrigation system? A: 3)ONE YEAR Q: 4) What kind of warranty are you requiring on the plantings? A: 4) ONE YEAR Q: 5) Can you please let us know what the federal wage determinations for this job are going to be? A: 5) There is no wage determination involved, since this requirement is supply w/ minor construction. Q: 6) Are there any time limits in the work schedule? A: 6) No time limits. There is not power or electricity so if you want to work during other than the daylight hours that is fine. Just be sure to notify us of your work schedule, days and time. Vendor must provide own power generation and illumination if working during periods of limited visibility. Q: 7) Who makes the decision on the type of plants? A: 7) It varies. The desert grass can be anything to make clutter. The assorted shrubs can be anything viable. Flowers are okay, but nothing that will create species. No Oleanders please. Q: 8) What are is the minimum height of the palm trees? A: 8) Minimum is 7 feet from the ground level to the bottom of the branches. Anything smaller will not be accepted. Q: 9) When and where will the inspection of the plants take place? A: 9) The inspection will take place onsite but before the plants are in the ground. The size of the bulb as well as the rest of the plant needs to be visible. The acceptable minimum height of the palms will be verified then by meassuring the projected ground level mark above the root ball to the bottom of the branches at the trunk. ADDITIONAL INFORMATION: 1) Plants shrubs and grasses shall have warranty for one year. Warranty is intended to replace items that fail to establish and become viable items. Warranty is not required on damages resulting from the direct effects from vehicle traffic or foot traffic cased by others (other than the vendor). 2) All trees, plants, shrubs and desert grass plantings must have adequate water delivery to insure viability. 3) Vendor is responsible to untie palms branches at a future agreeable date best suited for plant viability. 4) Vendor is required to use planting techniques and/or anchoring to mitigate wind effects while the plant is established. 5) No photographic equipment or picture taking is allowed on the jobsite. Personnel with camera imbedded cell phones must sign and agreement not to take photos. 6)We preferred company employees to be naturalized or U.S. citizens to work here. But, that is not possible so we do have restrictions imposed on them. They can work on the Main Administrative Area (MAA) without an escort as long they have a green card or naturalized. If they will be working on the ranges and/or mission side, the company will have to submit a visit request letter addressed to foreign disclosure officer and they will be escorted at all times. The person is escorting them will have to take the foreign escort training.
