- The Fleet and Industrial Supply Center Norfolk, Contracting Department, Philadelphia Office intends to solicit for Instructor/Operator, related scheduling and administrative support services for simulator and classroom based Navigation, Seamanship and Shiphandling (NSS) Training at Surface Warfare Officer's School (SWOS) Command. These services will be accomplished through a modification under the existing Purchase Order N00189-08-P-Z432 that will extend the performance period for 5 months covering the period of 01 December 2008 through 30 April 2009. The extension is for commercial services for which the Government intends to solicit and negotiate with only one source (Global Maritime and Transportation School (GMATS), 300 Steamboat Road, Great Neck, New York, 11024-1634), under the statutory authority permitting other than full and open competition, Section 4202 of the Clinger-Cohen Act of 1996, as implemented by FAR 13.501(a). The applicable North American Indust! ry Classification System (NAICS) Code is 611519, and the applicable size standard of $6.5M. The anticipated extension period will be 01 December 2008 through 30 April 2009. GMATS, as incumbent under Purchase Order N00189-08-P-Z432, is considered the only source capable of continuing the operation of the schoolhouse in the required timeframe while the competitive follow-on procurement is conducted. A break in the training schedule would cause serious harm to the mission of SWOS. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all bids, proposals, or quotations received by the closing response date will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally b! e considered solely for the purpose of determining whether to conduct a competitive procurement. The Government will not pay for information received.
