Description
NAICS Code: 541712 THIS IS A SOLE SOURCE PROCUREMENT, NOT AN RFQ. NAICS: 541712 The U.S. Environmental Protection Agency (U.S. EPA), Office of Atmospheric Programs (OAP), Climate Protection Partnerships Division (CPPD) intends to award a sole source T & M Purchase Order using FederalAcquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures to Steven Winters and Associates (SWA) of Norwalk, CT with an office in Washington D.C. The purpose of this acquisition is to perform background research on existing EPA and external programs that focus on green building issues related to existing homes and existing building sectors. Research will include analysis and proposed options for EPA involvement and partnerships. SWA is uniquely qualified to do this work. SWA is a leading firm that specializes in applying building science to the construction of new homes and the retrofit of existing homes to achieve sustainable "green" housing. SWA staff are on the forefront of this expanding field and has advised to HUD, DOE, and EPA on sustainable construction. SWA has extensive experience in advising large states and municipal government housing authorities to promote sustainable, energy efficient affordable housing. In addition SWA manages the Sustainable Buildings Industry Council (SBIC), an industry association dedicated to the promotion of sustainable design in residential and commercial construction. Their work has served as the basis for the three major green building programs found in the US: LEED, BuiltGreen, and NAHB's Green building program. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. No contract will be awarded on the basis of offers received in response to this notice. Notwithstanding, any firm who believes it is capable of meeting EPA's requirement as stated herein may submit a response, which if received within 10 calendar days of the date of this announcement will be considered. Responses to this posting must be in writing. A determination not to compete the proposed Purchase Order based upon the responses to this notice is solely within the discretion of the Government.
