- The VA Upstate New York Healthcare Network (Veterans Integrated Service Network 2) campus at Albany, NY is seeking leased space to house its Healthcare for Homeless Veterans (HCHV) program. The expected lease term will be for a base five-year term with one five-year option. Occupancy is expected to begin no later than April 1, 2009. The CWT program is expected to occupy roughly 3,200 usable square feet. This space is to include room for 14 hard-wall private office spaces of approximately 120 square feet apiece. Space should also include a reception area with unisex patient restroom which may include a shower and washer/dryer hookups. Additionally, private men's and women's staff restrooms should be available and separate from the reception area restroom. Inclusion of clerical space, a conference room, a breakroom/lunch area, and a general storage/food pantry area are also required. The purpose of this space will be to house personnel who provide counseling and behavioral rehabilitation services for homeless Veterans in the community. The Government will consider space requiring buildout prior to occupancy to meet these needs. Buildout will either be paid in a lump sum or pro-rated across the base term of the lease. Multi-story space may be accepted but the floorplan must be logical and consistent (i.e., no other tenants separating leased space in different floors/areas). Utilities, taxes, general maintenance, janitorial services, and snow plowing services are expected to be rolled into the monthly lease price. Additionally, 20-25 parking spaces total for staff, patients, and Government-Owned Vehicles must be available. This parking must be in a safe area, preferably private and/or enclosed. Of these spaces, eight must be in a secure area removed from a major street and reserved for Government-Owned Vehicles only. Only space within five miles of the VA Medical Center campus at 113 Holland Ave., Albany NY 12208 will be considered. The VA does not pay broker fees or commission, and may not be represented by any party other than the Contracting Officer conducting this procurement. All payments on leased space must be made in arrears, so standard monthly payments will be delivered on the first of each month for the previous month's occupancy. This space may be co-located with the upcoming lease for the Compensated Work Therapy program, solicitation number VA-528-08-RP-0267.
