- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Combined Synopsis/Solicitation Number: W9124A8262201 Performance Work Statement HHC 111th BI BDE, Building 82502 1. Introduction: This Performance Work Statement (PWS) pertains to the communications upgrade of HHC 111th MI BDE, building 82502 in support of the Army Processing Center (APC) Migration project. Currently, there are numerous computer users receiving data connectivity via a hub connected to a network data switch. APC Migration mandates that all computer users receive data connectivity directly from the network data switch in order to comply with a new network protocol known as 802.1x. Hubs that are not in compliance with this new technology standard will result in computer users losing all connectivity to email and the internet. 2. Scope of Work: The contractor shall furnish, install, terminate, label, and test all cabling, components, and materials in order to meet the requirements in paragraph 3, below. Items and materials not listed, which are incidental to the work being accomplished, shall be as recommended by the product manufacturer and / or in compliance with current industry standards and approved by the Project Manager. 3. Requirements and Performance Standards: All work described in this document shall be performed using the technical references listed below or as instructed by the DOIM Project Manager (PM). The BICSI RCDD certified person shall oversee the design and implementation of this project. 3.2 Labor Categories: IAW Department of Labor, WD 05-2026(Rev 8) dated 06/24/2008. Cable Splicer/Sr. Network Maintenance Technician Telecommunication Mechanic II (Senior Network Maintenance Technician) Project Manager w/ RCDD Certification 3.3 Specific Requirements: The contractors proposal shall include cost for labor, by labor category and materials to install ten (10) new telephone and LAN drops for the work requested below. All new cable will be category-5e, with category-5e patch panels and jacks. All I/Os will be installed surface mount with raceway and surface mount gang boxes and face plate unless otherwise noted. All jacks will be AMP SL series, and patch panels will be AMP as well. All I/Os will be cabled to the nearest communications closet. "Furnish, install, terminate, label and test approximate 10 new telephone and data drops in building 82502. Each drop will consist of (1) category-5e, plenum-rated, 4-pair, gray cables for data and category-5e, plenum-rated, 4-pair, blue cables for telephone. Terminate on an AMP SL series gang faceplate. Existing and new Data cables will terminate in the telecommunications rooms on the new patch panels. Voice cable will terminate in the telecommunication rooms on the new 110 wiring block. "Remove the old cable connection from the switches and terminate to new patch panel as needed in the telecommunication room. "Remove the approximate fifty (50) old cat-3 cables, and replace with cat-5e cable as needed for telephone hook to 110 blocks. "Furnish and install EMT 2 as needed "Provide EMT sleeve for cable as needed in telecommunication rooms. "Provide four (4) Cisco 3750 48 10/1000T PoE + 4 SFP Standard Image Cisco switches plus 3 year warranty and all required components to make the switch fully operational. "Provide one (1) category 5e new 96 patch panel for the telecommunication rooms. "Provide two (2) category 5e new 48 patch panel for the telecommunication rooms. "Furnish and install cable hanger as needed. "Furnish and install C-ring in telecommunication as needed. "Furnish and install raceway, 1 H x 2 W non-adhesive as needed "Provide approximate one hundred and six (106) categories 5e patch cord, 5ft. length gray to be given to project manager for Network team. "Stencil or re-stencil Terminals or Rack Equipment and plastic cable tag for labeling cables and /or counts 1 ea. Label all cables. 4. Deliverables. The Contractor shall: "Test all cabling end to end with a FLUKE test set or equivalent (approved by DOIM). The DOIM PM shall verify fluke test results. Test results are required 5 Calendar days after completion of testing. The DOIM PM shall coordinate for the government to validate the contractors testing in order to accept the work. "Material submittals for equivalents, substitutions, or deviations shall be submitted 10 calendar days after contract award to the Contracting Officer. Equivalents, substitutions or deviations of material/equipment/parts etc. shall not be incorporated into the project until approved by the DOIM Project Manager. "Provide one (1) soft copy (in AutoCAD format) and one (1) hard copy of as-built drawings. As-built drawings are required 10 calendar days after the final inspection and acceptance by the DOIM. 5. Period of Performance: 29 September 2008 20 February 2009 5.1 Place of Performance. Work shall be performed on-site at U.S. Army Intelligence Center and Fort Huachuca, HHC 111th MI BDE, Bldg 82502, Fort Huachuca, Arizona 85613-6000. 5.2 Hours of Work. The Contractor shall perform work at the specified Government site between the hours of 7:00 a.m. to 4:00 p.m., Monday through Friday, or unless otherwise required by the DOIM and coordinated with the Contractor. 5.3 Schedule. Prior to the start date of this PWS, the Contractor shall meet with the COR to mutually agree to work schedules for this engagement. This schedule shall be reviewed periodically and can be adjusted by mutual agreement throughout the period of performance. 6. Technical Approach: The DOIM lead project manager shall review the contractors proposal to ensure the technical approach meets required technical and administrative standards outlined in paragraph three above. No additional work shall be performed unless coordinated with the lead project manager and authorized in writing by the Contracting Officer. 7. Security and Force Protection/Anti-Terrorism Requirements: All Contractor employees shall be U.S. Citizens or legal U.S. residents. 7.1 Contractor personnel shall be escorted into classified and/or sensitive areas by properly authorized government personnel. The COR or DOIM project manager shall coordinate contractor personnel access to those areas requiring escort with the responsible organization POC. 7.2 Contractors shall not bring cell phones, Blackberries, or other wireless devices into classified/sensitive areas. Cameras are also prohibited in classified/sensitive areas. 7.1 Contractor personnel shall possess a valid U.S. (including legal territories) drivers license in order to operate any motor vehicle on Fort Huachuca. Contractor personnel shall possess valid identification (e.g. drivers license, state identification card, passport) at all times while on Fort Huachuca. 7.2 Contractor personnel and vehicles are subject to search on government military installations in accordance with Department of Defense security, force protection, and anti-terrorism policies and procedures. Failure to submit to a search may result in removal from the installation. 7.3 The Contractor shall provide proof to the contracting office, and the DOIM point of contact that each person scheduled to work onsite has been subject to a background records check consisting of the following: "Full name and position title. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: The Basis for Award will be Low Price/Technically Acceptable. 1.Technically Acceptable: - (A written narrative on the details of how the contractor intends to accomplish the work.
