- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The simplified acquisition procedures of FAR Part 13 will be used in conjunction with the commercial item procedures in FAR Part 12. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-26. This acquisition is set aside for 100% Small Business under NAICS code 326199, Size Standard 500. FAR provisions and clauses in this solicitation may be viewed at http//www.arnet.gov/far/and www.va.gov/oa&mm/vaar/ The requirement in this solicitation: 0001: 174 interior window shutters for building 2-2 and 2-3 with center opening, one per window, fire retardant material: PVC composite, Color: shade of white TBA, provide samples to match existing shutter in dining room of same building, Shutter louver size 3.5 with installation. This is an URGENT requirement and will require a SITE VISIT of all vendors interested in submitting a proposal. A site visit has been scheduled for September 25, 2008 at 9:00 AM EST. The site location is VA Medical Center, 1970 Roanoke Blvd, Salem, VA 24153. Point of contact for site visit is Vonda Broom, 540-982-2463 ext 2862. Award will be made to the offeror whose product meets the requirements listed above and is most advantageous to the Government. Offers will be evaluated according to 52.212-2. Evaluation factors at 52.212-2 (a) are 1-Price 2- The ability to provide product listed above and 3- Past Performance. The Government intends to evaluate the information received and award without discussions. The following provisions and clauses apply to this solicitation: 52.212-1, Instructions to Offeror-Commercial Items, 52.212-4, Contract Terms and Conditions-Commercial Items, 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, 52.233-2, Service of Protest, 852.233-70, Protest Content, 852.233-71, Alternative Protest Procedure. Offers shall include a complete copy of FAR provision 52.212-3, Offeror Representations and Certifications-Commercial Items as outlined therein. In accordance with FAR 52.204-7 award will be made only to a contractor/company that is registered in the Central Contractor Registration (CCR).
