Description

The United States EPA Region 1 Boston is seeking potential sources and to obtain information with respect to their ability to provide services outlined in the description of services below and in the attached document. This notice is to assist the EPA in determining sources only. This is not a solicitation announcement. A solicitation is not currently available. If a solicitation is issued it will be announced at a later date and responses to this sources sought notice are not considered valid responses to any future solicitation announcements. The following NAICs codes pertain to this requirement: NAIC Code 562211 Hazardous Waste Treatment and Disposal (Size Standard $12.5 Million) NAIC Code 562910 Remediation Services (Environmental)(Size Standard 500 Employees) Responses to this sources sought will be used by the Agency to determine the acquisition strategy for this requirement. Responses to this notice should include: 1) Company name, address, point of contact, and point of contact phone number 2) DUNS number, business size and classifications for the NAICs codes indicated above 3) Information on your firm's qualifications in regards to the requirements in this announcement 4) Information indicating which services, tasks or requirements the firm is not capable of providing, including which wastes in the attached lists you are not capable of handling 5) A listing of TSDFs that your firm may propose to use for this requirement 6) The requirement is currently for two (2) years. Indicate whether your firm is willing to fix price the labor and services associated with the transport and disposal and the period of time beyond the two (2) years. Responses to this notice shall be e-mailed to the POC(s) provided in this notice. Other supporting material may be mailed or faxed to the attention of Maureen Bagocius or Justin Mierzejewski at the Environmental Protection Agency, Office of Acquisition Management, Region 1, One Congress Street, Suite 1100, Boston, MA, 02114. Fax 617-918-1909. The EPA may contact vendors for further clarification or questions. Telephone inquiries will not be accepted. Responses must be received in writing no later than September 26, 2008 at 3:00 p.m. EST. REQUIREMENTS The following represents a brief description of the EPA's requirement for hazardous waste and emergency response services. GENERAL SERVICE REQUIREMENTS The contractor shall, on an as required basis, supply the necessary personnel, material and other items necessary for hazardous and toxic waste disposal and emergency response services for the Environmental Protection Agency, New England Regional Laboratory (NERL), 11 Technology Drive, North Chelmsford, MA 01863-2431. The contractor and/or any proposed subcontractor(s) shall hold all applicable permits to transport, store and dispose of hazardous waste. This includes all applicable federal and state permits, such as EPA 40 CFR Part 260, USDOT 49 CFR Part 107 and Massachusetts 310 CMR 30.00 as example. All treatment, storage, disposal facilities (TSDF) proposed to be used must be permitted by the EPA or the applicable state. Each facility must have, as a minimum, EPA RCRA interim status or state approval as a treatment or disposal facility. All TSDFs must also be in compliance with RCRA and other applicable federal and state laws. TSDFs must have no outstanding state or EPA formal enforcement actions. The dispatch location of the trucks, personnel and equipment used to provide supplies, packaging and disposal of the hazardous waste and emergency response services shall be located within 100 mile radius of the laboratory. Hazardous waste shall be shipped and disposed/treated in the continental United States only. The contractor shall ensure that all personnel involved in handling and packaging the hazardous waste be trained for the level of expertise required by regulation and for the proper performance of the task and in particular in the areas of chemical incompatibility, general first aid procedures and spills. Handling and personnel protective equipment shall be provided by the contractor and must be appropriate to ensure safe handling of hazardous waste. HAZARDOUS WASTE SERVICE REQUIREMENTS Services include package, pick-up, transportation, labeling, analyses, fate determination, documentation, and record keeping until ultimate treatment or disposal of NERL hazardous or toxic wastes. Contractor shall provide manifests, container labels and container DOT markings completed and printed. The contractor shall provide the waste disposal/treatment services described during normal Federal workdays, Monday through Friday with the exception of Federal holidays. These services shall be performed between the hours of 8:00 a.m. and 5:00 p.m. EST within 3 weeks of notification of a required pickup. The Agency estimates 3 hazardous waste pickups a year consisting, on average, of 125-150 unique items that will be bulk waste items and various items required to be lab packed. Waste shall consist of any or all of the waste items listed in Attachment 1. The hazardous waste from the laboratory shall remain in the original package departing from the point of origination until arriving at the facility for ultimate destruction or treatment. EPA’s hazardous waste shall not be combined or bulked with other parties waste in another container for shipping purposes. Hazardous waste disposition shall be restricted to ultimate destruction (incineration), or treatment, including, but not limited to, retort for mercury, or recycling. Only asbestos waste may be landfilled, no other waste may be landfilled. The contractor shall provide one or two (determined by EPA based on amount to ship) dedicated hazardous waste chemists properly trained and experienced in the federal and state hazardous waste and DOT regulations to properly over pack the hazardous waste, label containers, and prepare the manifests for shipping meeting all applicable rules and regulations. Contractor shall provide transportation in three (3) categories: 1) Dedicated truck - for pick up with qualified personnel to categorize and pack waste 2) Milk run - pick up waste (dedicated truck not required), paperwork already completed and waste packed 3) Stop fee - to deliver requested supplies Contractor shall provide EPA with access to an on-line customer database for viewing profiles, editing and recertifying profiles, tracking shipping manifests, looking up dates of destruction and the ability to print an annual hazardous waste report for record keeping. Additionally, the contractor shall offer the ability to access EPA account by EPA Project Officer or designee. EMERGENCY RESPONSE SERVICE REQUIREMENTS The contractor shall provide all the necessary personnel and equipment to respond to, and provide cleanup, transportation and disposal of chemical and oil spills originating within the boundaries of the EPA property (both inside and outside the building) at the NERL facility in North Chelmsford, Massachusetts. The contractor shall perform all cleanup and response actions in accordance with all applicable Federal, state, and local laws and regulations, including, but not limited to those promulgated under the Resource Conservation and Recovery Act, and Toxic Substances Control Act, the Occupational Safety and Health Act, the Hazardous Material Transportation Act and DOT Regulations. The contractor shall provide emergency response services on a 24-hour, 7-days a week basis, as requested. Upon notification by the EPA, the contractor shall respond to a facility emergency cleanup within two (2) hours of notification with the requested personnel and equipment to begin containment and cleanup of the spilled material. The requested personnel and equipment shall consist of any or all of the items listed in Attachment 2. The Agency estimates one (1) emergency response action every two (2) years. The contractor shall have the adequate resources, expertise and capabilities to respond to: 1) A chemical spill requiring SCBA entry for assessment, containment, clean-up and disposal 2) An oil spill of up to 100 gallons requiring assessment, containment, removal, disposal and replacement of contaminated soil The contractor shall provide a Licensed Site Professional (LSP) in accordance with Massachusetts state regulations requiring a certified person to provide oversight and file the appropriate paperwork with the state to certify the cleanup was completed in accordance with state regulations.
