Description
Sole Source 8(a) Set-Aside Firm Fixed-Price contract to demolish an existing 168,000-gallon bulk fuels storage tank at Laughlin AFB, TX consisting of the following: 0001 Objectives: Provide all labor, equipment, and materials to demolish an existing 168,000-gallon bulk fuels storage tank within a 90 day period. Work will include removal of steel storage tank, associated underground piping, concrete beam, handrails, etc., as well as site grading for drainage. Scope of Work: 1. Demolition shall comply with all applicable Federal, State, local, and Air Force regulations. 2. The work site is located in a Controlled Area. This means work must occur during normal working hours, 0730 to 1630, Monday to Friday, as Government escorts must monitor workers at all times. In addition, the demolition shall not interfere with the everyday operation of the Bulk Fuels area and the associated high volume of tanker traffic. 3. The tank, facility 2125, has a capacity of 168,000 gallons, or 4,000 barrels. It is approximately 26 feet in diameter and 42 feet high. 4. There does not appear to be a concrete foundation/pad under the tank. 5. The tank is single-walled and has a stationary roof. There is lead-based paint on the first layers of the tank. Proper safety, containment, and disposal procedures are required. 6. The area has been identified as an Installation Restoration Program (IRP) site, and contaminated soils likely exist under and around the tank and piping. Because this project is a service contract, however, contaminated soils that are discovered do not have to be removed and disposed of off the installation. Proper safety precautions for handling contaminated soils must be taken, but the soils may be used to back fill at the site. 7. There is approximately 525 feet of underground piping to be removed. At the time of abandonment of the tank, the pipes should have been filled with grout. 8. No fuel should remain in the tank or pipes. If any is discovered, though, it must be removed and disposed of properly. All other requirements are listed on the contract SOO.
