- The Tongass National Forest is seeking quotes for furnishing two Mountain-top Communication Shelters as described in this notice. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This notice constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. This solicitation is issued as Request for Quotes (RFQ) KTN-03-37. The following Federal Acquisition Regulation clauses are incorporated by reference: 52.212-1 "Instructions to Offerors-Commercial Items"; 52.212-4 "Contract Terms and Conditions-Commercial Items"; 52.212-5 "Contract Terms and Conditions Required to Implement Statutes or Executive Orders (the following clauses are checked as included: 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-3 and 52.232-34). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-26. This acquisition is totally set-aside for small business concerns, NAICS 423390. The small business size standard for this acquisition is 100 employees. Submission of a quote constitutes a representation that the quoter is a small business.Item 1: The 8’x12’ Mountain-top Communication Shelter must be built to stand the environment of Southeastern Alaska with winds up to 150mph. Exterior width: 8'0". Exterior Length: 12'0". Exterior Height: 9'1". Floor to Ceiling: 8'0". Must be made of an inner fiberglass shell, an outer shell and a poured-in-place polyurethane foam between the shells. The shells must be formed in a mold in a continuous manner without any joining of parts to make the whole. A sandwich panel floor with fiberglass-coated plywood is acceptable, but must support 200 psf. The floor shall be supported on a steel channel assembly with 2 or more lateral braces spanning between the beams, for attachment to a foundation. The door shall be of the same construction as the rest of the building, be 2'8"x6'2" and be 2-1/4" thick with a continuous unbroken seal around the opening, 3 stainless hinges and 2 stainless steel wedge-type levers with provision for padlocking. Chromium plated pull handles shall be installed on the inside and outside of the door. Maximum weight of the shelter shall be 2,400 lbs, and it must be transportable via helicopter using cables. Add-ons: Distribution Panel 12 Space Sq "D", 4 Junction Boxes, Exterior Ladder, 12 Volt Light Fixture and Switch, Louver with Heat Motor Actuator, Exterior Air Supply Duct, Generator Gas Exhaust Duct System, Antenna Support Mast assembly, Guy Anchors for Antenna Mast, Ground Lug and Wire, Exterior Hood for Generator Intake, Window in Door 9" square, Propane Entry Port, Cable Sling Guides on Exterior. Item 2: The 6'x8' Mountain-top Communication Shelter must be built to stand the environment of Southeastern Alaska with winds up to 150mph. Exterior width: 6'0". Exterior Length: 8'0". Exterior Height: 8'6'". Floor to Ceiling: 7'7". Must be made of an inner fiberglass shell, an outer shell and a poured-in-place polyurethane foam between the shells. The shells must be formed in a mold in a continuous manner without any joining of parts to make the whole. A sandwich panel floor with fiberglass-coated plywood is acceptable, but must support 200 psf. The floor shall be supported on a steel channel assembly with 2 or more lateral braces spanning between the beams, for attachment to a foundation. The door shall be of the same construction as the rest of the building, be 2'5"x6'2" and be 2-1/4" thick with a continuous unbroken seal around the opening, 3 stainless hinges and 2 stainless steel wedge-type levers with provision for padlocking. Chromium plated pull handles shall be installed on the inside and outside of the door. Maximum weight of the shelter shall be 1,900 lbs, and it must be transportable via helicopter using cables. Add-ons: Exterior Air Supply Duct, Generator Gas Exhaust Duct System, Antenna Support Mast assembly, Ground Lug and Wire, Exterior Hood for Generator Intake, Propane Entry Port, Cable Sling Guides on Exterior Floor Drain. Items 1 and 2 shall be delivered f.o.b. Ketchikan-Misty Ranger District, 3031 Tongass Avenue, Ketchikan, Alaska. Delivery is required by August 1, 2003. Quotes may be submitted on vendor's letterhead stationary and may be mailed to Tongass National Forest, Federal Building, 648 Mission St. Ketchikan, AK 99901 or sent via FAX to 907.228.6254. Quotes must be submitted not later than 4:30 p.m. (Alaska time) on June 13, 2003. Quotes must identify the make and model of all shelters being quoted and include catalog cuts, sketches, diagrams, or other descriptive literature to sufficiently identify the items to be furnished and demonstrate equality to the listed specifications. Quotes must also include a completed copy of FAR 52.212-3, "Offeror Representation and Certifications-Commercial Items." This provision is available on-line at www.arnet.gov/far/. An offer will be made to the quoter whose quote presents the best overall value to the Government, price and other factors considered.
