- RFQ is amended to accomplish the following: : 1. Corrects FAR Clauses/Provisions included in the RFQ: The following Federal Acquisition clauses/provisions referenced under FAR Clause 52.212-5 do not apply to this action and are heerby deleted from the RFQ:: 52.203-6, Restrictions on Subcontractor Sales to the Government (Sep 2006), with Alternate I (Oct 1995)(41 U.S.C. 253g and 10 U.S.C. 2402). 52.222-37, Employment Reports on Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans (Sep 2006)(38 U.S.C. 4212). 52.222-39, Notification of Employee Rights Concerning Payment of Union Dues 2. Lists the following questions raised regarding this RFQ and answers to those questions. What is the manhole access – top or side? Answer: Both top and side, 24 inch on large tanks and 20 inch on small tanks. Can only one tank be offline at a time? Answer: That is correct Is development of facility SPCC plan included in the scope of services? Answer: No. Can tanks be cleaned and inspected consecutively, one mobilization? Answer: You may remain on site until all three tanks are cleaned and inspected. Do you want price provided as unit costs or lump sum price? Answer: Lump Sum Price/one job Are tanks manifolded? Answer: No Are tanks externally insulated? Answer: No Solicitation states “two of the tanks contain approximately 21,000 gallons of fuel”, is this per tank or combined. Answer: 21,000 per tank This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number for this action is TIRSE-08-Q-00032 and it is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-26. This action is set aside for small businesses. The associated NAICS code is 213112, the small business size standard is $6.50 Million. Requirement: Perform and certify inspection of three (3) diesel fuel storage tanks at Memphis IRS Center (MIRSC) including associated reports as specified in the statement of work. This requirement is considered one job and offeror's quoted price should include costs anticipated as a direct result of work performed under the resulting contract. Tanks to be inspected are located at Memphis IRS Center (MIRSC), 5333 Getwell Road, Memphis, TN. The Code of Federal Regulations requires Spill Prevention Control and Countermeasures Plans (SPCC) for above ground fuel storage tanks. Plans must include certification of the tanks in accordance with Steel Tank Institute (STI) Standard for the Inspection of Aboveground Storage Tanks (SP001). The three tanks at MIRSC require both external and internal inspections. General Information: There are two (2) 50,000 gallon tanks and one (1) 30,000 gallon tank located in the service yard. The tanks dimensions are 19 ft. in dia. x 24 ft. H., and 20 ft. in dia. X 13 ft. H., respectively. All tanks are above ground, sitting on concrete pads. The two 50,000-gallon tanks sit inside a containment vault and the 30,000-gallon tank sits inside its own vault. Scope of Services: Contractor shall be required to comply with all federal, state and local requirements related to the scope of work including, but not limited to, the following: Lock-out tag out procedures, as per 29 Code of Federal Regulations (CFR) 1910.147 Confined space entry procedures, as per 29 CFR 1910.146 Respiratory protection for all entrants, as per 29 CFR 1910.134 40 hour Occupational Safety and Health Administration (OSHA) training, as per 29 CFR 1910.120 Transportation requirements, per 49 CFR. EPA qualifications for disposal/recycling facilities, per 40 CFR. Required Department of Transportation (DOT) and American Society of Mechanical Engineers (ASME) equipment certification. Document copies of all required training, equipment, and inspection certifications shall be provided to the Contracting Officer’s Technical Representative (COTR) before work begins. Contractor shall perform external inspections and internal inspections on all three tank systems, per Steel Tank Institute (STI) Standard for the Inspection of Aboveground Storage Tanks (SP001) 4th Edition. Inspections shall be conducted by STI Certified SP001 Tank System Inspector(s) or by inspector(s) with American Petroleum Institute (API) Standard 653 Authorized Inspector Certification with STI SP001 Adjunct Certification. All certifications shall be current as of the date of inspection. Contractor shall perform lock-out tag-out procedures to transfer and filter the fuel, using a four bag, five micron ASME certified filtration unit, between the tanks as necessary to allow for inspection and cleaning of each tank. Original fuel quantities (as close as possible) shall be returned to each tank upon completion of internal tank cleanings and inspections. Contractor is responsible for supplying all necessary equipment needed to transfer and filter the fuel to prevent contaminants from re-entering recently cleaned vessels. Two of the tanks contain approximately 21, 000 gallons of fuel and the other one contains approximately 15,000 gallons. Contractor shall ensure all storm drains are sealed during any fuel transfer exercise to prevent accidental discharge of fuel into storm drains. Contractor shall be responsible for clean-up and proper disposal of fuel spilled during any fuel transfer exercise required. Contractor shall internally clean, degrease, triple rinse and de-gas each tank, per applicable API standards. Contractor shall remove, transport, and dispose of waste at an Environmental Protection Agency (EPA) registered facility. Contractor shall provide all transporting and disposal documentation required, per applicable federal and state laws, rules and regulations. The contractor shall inspect and provide a report for all three tank systems outlining findings and recommendations, per STI SP001 4th Edition. Contractor shall provide three (3) hard-copies, in 3-ring binders, of the report to the Government within 30 business days of inspection completion. Contractor shall also provide report in electronic format. The inspection report shall include an evaluation as to suitability of continued service per Section 10 of STI SP001 4th edition. This section shall describe the recommended actions to be taken based on the inspection results. A recommended schedule for the next internal inspections shall be specified in the inspection report. The requirements of STI SP001 4th edition Appendix B also apply. Upon completion of the transfer, cleaning and inspections, contractor shall be responsible for closing and installing man ways complete with new gaskets. Contractor shall provide at least three verifiable references of similar type work as well as certificates of training for personnel. All work shall be accomplished during normal working hours M-F. All work shall be accomplished with no disruption to IRS operations. All work shall be performed outside; therefore, contractor shall be responsible for their own toilet facilities. Contractor shall ensure work area is cleaned of debris at the end of each work day and at completion of job. Contractor shall stage materials, equipment, and vehicles only in areas identified by the IRS.
