- This is a notice of intent to award a sole source contract under FAR 6.302-1(c) to provide specific commercial items. The Marine Corps intends to award a firm-fixed price contract to Q-Matic Corporation, Fletcher, NC. The Customer Ticketing and Tracking System provides a real-time daily operations overview of customer flow within Installation Personnel Administrative Center (IPAC), Marine Corps Base, Camp Pendleton, CA. IPAC services a customer base of 50,000 personnel in the areas of separations, retirements, resignations, legal, promotions, pay and allowances, deployments, temporary and permanent change of station orders, and incoming personnel. This procurement includes labor, materials, software, hardware, configuration management, supervision, training, reporting and commercial warranty for a state-of-the-art automated programmable interactive Customer Ticketing and Tracking System for six (6) separate buildings aboard Marine Corps Base, Camp Pendleton, CA. ! Camp Pendleton, CA is currently using the Q-Matic Suite system at three (3) buildings and this procurement is to expand the existing system by six (6) additional buildings for a total of nine (9) buildings. The Customer Ticketing and Tracking System needs to service a customer base of 50,000 personnel and tie-into the existing Q-Matic Suite. The system shall contain one (1) kiosk per building that is capable of reading Department of Defense (DoD) Common Access Card (CAC) card/Smart Card capturing name and rank only; any slide identification card (i.e. credit cards) capturing the customers name only; a manual input capability in the case of a missing slide action card; a set numbering system; and the ability to provide customer reports. The system shall have the capability for audio and visual notice of the next customer called to receive service, and audio and visual cues in each building to ensure the customer being called is aware of their turn. The system shall be ! compatible with coaxial cable connections run between buildings by Cox Cable Company, the provider of cable service at Camp Pendleton. The system shall have one centralized mother machine located in Building 43325 and have one branch controller in each building. Each branch controller shall have the capability to see all transactions made within its branch and provide the reports noted above for their particular branch. The mother machine shall have the capability of obtaining all the information from all branches. Each branch is to have one user that is in direct contact with the kiosk and feed the appropriate information into the branch controller. The contractor shall provide training for up to 20 students per building to ensure proper troubleshooting can and will be conducted in the case of a system malfunction. The contractor shall ensure each system is set to back up all information on a daily basis, to include the mother machine. No solicitation document exists. No contract award will be made on the basis of any interest, propo! sals or quotations received in response to this notice. This notice of intent is not a request for proposals or quotations and the reference number is for Government internal use only. Industry comments are due by 24 Sep 08 at 4 PM PT. The Government reserves the right to make an award on either GSA FSS or open market, or a combination, if it is determined to be in its best interest. Justification for the use of brand name specific products using other than full and open competition: This is a follow-on procurement to expand the existing Government-owned Q-Matic system from three (3) buildings to nine (9) buildings, adding six (6) additional buildings under this procurement. The follow-on procurement must be compatible in all respects, interfacing and tying-in to the existing Q-Matic system suite currently in use.
