Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, proposals are being requested, and a written solicitation will not be issued. The solicitation number for this procurement is W91WAW-08-T-0168 and is issued as a Request for Quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-24, Defense Acquisition Circular (DAC) 91.13. The North American Industry Classification System (NAICS) code 711510. This acquisition will be issued as a 100% Small Businesses Set-a-Side. The size standard is $7.0 mil. Contract Line Item (CLIN) 0001 1 EA: Official Portrait, Oil of the Chairman of the Joint Chiefs of Staff (CJCS) on canvas, length format, framed. Hand carved Huyck silver gilt with black panel and gold leave insert. Portrait shall be framed with backing and mounting hardware. Appropriate materials shall be used to complete the portrait. Portrait must match existing style of artwork currently on display in The Pentagon. The offeror shall consult with the CJCS as needed, to coordinate and successfully complete the activity. A maximum of two sittings is anticipated for the portrait. Contract Line Item (CLIN) 0002 1 EA: Shipping and delivery of the final portrait for placement in the Joint Staff corridor at The Pentagon is 30 September 2009. Contract Line Item (CLIN) 0003 U.S. Dollars: Travel. Shipping shall either be included in the unit price or included as a separate line item. FOB Point: Destination (Pentagon, Washington, DC). Provision at FAR 52.212-1, Instruction to Offerors Commercial Items applies to this acquisition. Request for Quotation (RFQ) should be submitted and shall contain the following information: RFQ Number; TIME SPECIFIED FOR RECEIPT OF OFFERORS; NAME, ADDRESS; TELEPHONE NUMBER OF OFFEROR; ANY DISCOUNT TERMS AND ACKNOWLEDGEMENT OF ALL SOLICITATION AMENDMENTS (if applicable). Signed quotes must indicate quantity, unit price, and total amount for each item. Offerors shall include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Quote shall also contain all other documentation specified herein. PERIOD OF ACCEPTANCE OF OFFERORS: The offeror agrees to hold the prices in its offer firm for 30 calendar days from the date specified for receipt of offers, unless another time period is specified in an amendment to the solicitation. LATE OFFERS; Request for Quotations or modification of quotes received at the address specified for the receipt of offers after the exact time specified for receipt of offers WILL NOT be considered. EVALUATION/AWARD; IAW FAR 52.212-2, EvaluationCommercial Items, the Government will award a purchase order to the offeror whose price is judged to represent the best value to the Government. Evaluation criteria are as follows: work samples and price. All offerors must be Central Contractor Registered (CCR) and online representation and certification application (OCRA) must be activated. OCRA registration for online representation and certification requirements may be viewed via the internet at www.bpn.gov. OFFERORS MAY INCLUDE A COMPLETE COPY OF THE PROVISION AT FAR 52.212-3, OFFEROR REPRENSENTATIONS AND CERTIFICATIONSCOMMERCIAL ITEMS WITH THEIR OFFER, which can be downloaded from the internet or requested in writing via facsimile at 229-257-3547. Offerors that fail to furnish the required representation information via submission or ORCA registration, or reject the terms and conditions of the solicitation, may be excluded from consideration. EASTERN STANDARD TIME, AT THE CONTRACTING CENTER OF EXCELLENCE, 5200 ARMY PENTAGON, WASHINGTON, DC 20310-5200. No information or questions concerning this RFP or request for clarifications will be provided in response to telephone calls. Formal communications such as requests for clarification, information or questions concerning this RFQ shall be submitted in writing, by 22 September 2008 @ 04:00 p.m. Eastern Standard Time to edwin.little @hqda.army.mil. A site visit is tentatively scheduled for 4:00 PM 23 September 2008.
