- The Department of Veterans, VA Boston Healthcare System, has a requirementfor civilian payroll technician, for three days a week. Duties will perform under the payroll section of Fiscal Service. Duties will include wage grade adjustments, special and retroactive pay adjustments. These must be manually calculated and individual will be required to process corrective timecards and assist in all reconciliations and timekeeper audit and training. Services are required from October 1, 2008 through September 30, 2009 with (3) year options are anticipated and shall be awarded. It is the Governments intention to solicit and negotiate only with this source. Please refer to the Sole Source Justification. This is not a solicitation; it is notice of intent to sole source a requirement. Inquires/information received after established deadline of September 22, 2008 shall not be considered. The submission of any data for review shall not impede award of this contract as planned. The Government does not intend to pay for information solicited. This synopsis is issued pursuant to FAR 6.302-1. JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION Provide civilian payroll technician for payroll section of Fiscal Service for the period 10/1/08 9/30/09. VA Boston Healthcare System (BHS), Brockton VA, 940 Belmont St, Brockton, MA 02301 1.Identification of the agency and the contracting activity Boston VA Healthcare System A&MMS 2. Nature and/or description of the action being approved. Contractor to provide Civilian Payroll Technician (Joan Wallace or qualified technician) /Retro Wage Grade Adjustments/Daily Payroll Tasks. Reporting to Fiscal Service: Payroll Section Brockton, VA Campus for the VA Boston Healthcare System. Perform the requirements stated in the statement of work and to include all expenses in the price. 3. Description of the supplies or services required to meet the agencys needs (including the estimated value). Civilian payroll technician services with expertise in the federal programs in the areas of retroactive payroll adjustments, retention pay increases, employee bonuses, awards, corrective timecards. 4. Identification of the statutory authority permitting other then full and open competition. FAR 6.302-1 (A) 2: Only One Responsible Source 5. Demonstration that the proposed contractors unique qualifications or the nature of the acquisition requires use of the authority cited. Because of the high leave of specialized experience, this contractor(s) will be hired under a sole source contract. Fiscal requires a contractor with substantive knowledge of fiscal services particularly for Boston Healthcare System. The various combination of require duties requires contractor with knowledge to provide essential services for our personnel. 6. Description of efforts made to ensure notice was or will be publicized as required by subpart 5.2 (copy attached) and, if not, which exception under 5.202 applies: The requirement is expected to exceed $25,000 and in accordance with FAR 5.201(b)(1) a notice will be posted through FBO. 7. Determination by the contacting officer that the anticipated cost to the government will be fair and reasonable: The proposed price for individuals with this level of education, expertise, and related experience is fair and reasonable. 8. Description of the market survey conducted (i.e. names of firms and date(s) the firms were contacted) and the results or a statement of the reasons a market survey was not conducted: No other firms were contacted. Contractor Government Works, Inc is the contractor presently in place and Fiscal department completely satisfied with work performance provided by contractor. 9. Any other facts supporting the use of other than full and open competition, such as an explanation why technical data packages, specifications, or engineering descriptions, statements of work, or purchase descriptions suitable for full and open competition have not been developed or are not available: This work is covered by an existing FSS contract for temporary administrative and profession staffing GS-07F-6050R 10.A listing of the sources, if any that expressed, in writing, an interest in the acquisition: None to Date. 11.Statement of the actions, if any the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required: This contracting activity will continue to encourage full and open competition whenever possible. SCOPE OF WORK CIVILIAN PAYROLL TECHNICAL SERVICES FOR FISCAL The individual is assigned as Civilian Pay Technician and assists with the daily and biweekly processing of the payroll; input, verifies retro wage grade adjustments and releases transactions from Human Resources and payroll employees. Services are required from October 1, 2008 through September 30, 2009 with (3) year options are anticipated and shall be awarded. Civilian Pay Technician will report to Brockton, VA Campus. Point of Contact, Contracting Officer, Gloria Voudren, email: gloria.voudren@va.gov The individual trains new payroll employees, assists and advises on all matters relating to daily functioning of the office. The individual also trains newly appointed timekeepers and supervisors at all campuses, and will also provide refresher training whenever requested by timekeepers and supervisors. The individual will work on backlog of 1150s and any other pending projects. Will also assist with the increasing number of retroactive pay adjustments that payroll encounters. The individual currently is in charge of the newly established electronic time and attendance for part-time physicians who have elected to use the adjustable work schedule. The individual works closely with Human Resources and the Chief of Staffs office to make sure that these employees are identified and monitored correctly, and that the physicians, supervisors and timekeepers are trained on the posting and certification of the timecards. Required Days to Work: Tuesday 7:00AM - 3:30PM 8 Hours Wednesday 7:00AM - 3:30PM 8 Hours Thursday 7:00AM - 3:30PM 8 Hours NATIONAL HOLDAYS: The ten holidays observed by the Federal Government are: New Years Day Martin Luther Kings Birthday Presidents Day Memorial Day Independence Day Labor Day Columbus Day Veterans Day Thanksgiving Day Christmas Day And any other holiday specifically declared by the President of the United States to be a national holiday. Personnel Policy: The contractor shall be responsible for protecting the personnel furnishing service under contract. To carry out responsibility, the contractor shall provide the following for these personnel: Workers Compensation Professional liability insurance Income tax withholding, and Social Security Payments SCHEDULE OF SUPPLIES/SERVICES AND PRICES/COSTS Section B Contractor to provide Civilian Payroll Technician (Joan Wallace or qualified technician) /Retro Wage Grade Adjustments/Daily Payroll Tasks.
