- Washington Headquarters Services/Acquisition and Procurement Office (WHS/A&PO) intends to award a contract on a sole source basis for a twelve months service under the statutory authority permitting Other than Full and Open Competition 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements to Hudson Institute located at 1015 15th St. NW Ste. 600, Washington, DC 20005. This requirement is a follow on contract with Hudson Institute and is deemed available only from the original source for the continued provision of highly specialized study and analysis service and likely to result in substantial duplication of cost to the Government that is not expected to be recovered through competition if awarded to any other source as prescribed in FAR 6.302-1(a)(2)(iii)(A). The contractor will study and develop an analytical and hypothetical strategy to project what is Asia’s possible futures on the combined basis of the known (demographics, probable lock-ins of historical evolution for a given set of countries) as well as the unknown (unpredictable surprises and new turns, for another set of countries). This notice of intent is not a request for proposals or quotations. Contractors may submit capability statements by 12:00 P.M. EST on 26 Sep 08. A determination by the Government not to compete this proposed action based upon responses to this notice is solely with in the discretion of the Government. All information submitted should support the contractor’s capability to provide the service required, and shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide clear and concise documentation indicating a contractor’s bona fide capability to provide the service. Verbal responses are not acceptable and will not be considered. Responses may be submitted via email if the total file size is less than 5MB.
