Description
The Contracting Department of Naval Special Warfare Group ONE, LOGSU ONE, San Diego, CA, intends to award a sole source Firm Fixed Price (FFP) type contract to Bull Hill LLC of Kettle Falls, WA under the autority of 10 U.S.C. 2304 (c)(1) as implemented by FAR 6.302-1. This contract is for the acquisition of 360 degree, live fire, sniper training course. Courses to be conducted on terrain that includes thick wooded areas, large open fields, cliffs, canyons, swamps, lakes, a deep water river, and water ranges where live fire will be conducted on. Bull Hill will provide food, lodging, and use of land for two (2), eight nights/seven days training courses for 24 personnel per course. One training block will be conducted in October 2008 and the second block will be conducted in April 2009. Exact dates will be provided by separate correspondence. Scheduled training will require sole usage of the training facility. Personnel will arrive on a Sunday afternoon, and will depart the following Sunday morning. Bull Hill staff will instruct and supevise classes and practical applications of equestrian handling. BHR does not supply MEDEVAC, RSO, ROIC, ammunition, weapons or firearms instruction. All of these skills and assets will be provided and coordinated by NSWG-1 TRADET Staff. This notice is not a request for offers. Responses to this notice will be used to determine if bona fide competition exists. Any response to this notice must be in writing and include technical and pricing information. The government will not pay for any information submitted. A determination by the Government to not compete this procurement action, based on responses to this notice, is solely within the discretionary of the Government. This acquisition incorporates the following FAR clauses: 52.212-1, Instructions to Offerors-Commercial Items (Jan 2004); 52.212-3, Offeror Representations and Certification-Commercial Items (Jan 2004); 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (Jan 2004). This procurement action is a 100% Small Business Set Aside. All responses must be received nolater that 11:30am PST, September 26, 2008. No extensions will be granted. Description of Weapons and Training Areas. BHR is suitable for all calibers of ammunition up to 300WM. BHR will allow static ranges and live fire stalking fields, the use of our own steel targets and as well as the use of BHR steel targets. The use of training areas Moses, Blizzard, Schoolhouse and Ansalso Lake. All of these training areas are suitable and used for live fire training. All 55,000 acres of BHR may be used for stalking and field craft. Liability Clause: If Navy personnel allegedly cause property damage, personal injury, or death to company property or personnel, the company or employee may file a claim with the United States Navy pursuant to either the Federal Tort Claims Act (28 U.S.C. 1346(b), 2671-2672, and 2674-2680), or the Military Claims Act (10 U.S.C. 2733). In the unlikely event Navy personnel allegely cause property damage, personal injury, or death to a third party, the third party may file a claim with the United States Navy pursuant to either the Federal Torts Claims Act (28 U.S.C. 1346(b), 2671-2672, and 2674-2680) or the Military Claims Act (10 U.S.C. 2733). Naval Special Warfare Group ONE will facilitate the initiation of such claims by providing the necessary filing form and contact information for the Claims Processing Office at 9620 Maryland Ave., Suite 100 in Norfolk, VA 23511. In no case will government liability exceed that allowable under the Federal Tort Claims Act or Military Claims Act.
