- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Reference number is W912HQ-08- T-0039 is issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-25. This solicitation is a 100 percent set aside for small business; the associated NAICS code is 541511 and small business size standard is $23M. Line Item 0001 Contractor shall provide all labor, personnel, and materials in accordance with the statement of work for Support Metrics Development for 416th Theater Engineer Command. Shipping destination is as follows: 7710 Telegraph RD, BLDG 2582, Alexandria, VA 22315. Delivery shall be 5 months After Date of Contract (ADC). Award will be made to the lowest-price technically acceptable. Clauses may be accessed electronically in full text through http://farsite.hill.af.mil. The following DFARS clause is applicable: 252.212-7001 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items with following clauses that apply: 52.203-3, Gratuities and 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports. The provision at FAR 52.212-2, Evaluation Commercial Items applies to this solicitation. Evaluation factors are technical and experience. This acquisition will utilize Lowest Price Technically Acceptable (LPTA) source selection procedures in accordance with Federal Acquisition Regulation (FAR) Part 15.101-2. Award will be made to the acceptable offeror with the lowest evaluated cost/price, which is deemed responsible in accordance with the FAR and whose proposal conforms to the solicitation requirements. The Government intends to select one contractor for award. For the purpose of this award, offers will be evaluated for acceptability of evaluation factors described below: FACTOR 1: Technical FACTOR 2: Experience a.Order of Importance Factors 1 and 2 are of equal importance. b.Evaluation Methodology Offers will be listed from lowest to highest price. After price is evaluated the technical acceptability evaluation will begin; starting with the lowest evaluated priced offeror. The first proposal evaluated as technically acceptable will be considered the best value proposal and all other technical evaluations will cease. 1. Technical Factor The technical proposal will be evaluated for compliance statement of work. A proposal will be determined acceptable or unacceptable. Acceptable The proposal meets specified minimum requirements necessary for acceptable contract performance. Unacceptable The proposal fails to meet specified minimum requirements necessary for contract performance. Proposals with an unacceptable rating are not eligible for award. 2. Experience Factor The minimum experience required for this procurement is three contracts with the federal government in the past 5 years. Acceptable The vendor meets specified minimum experience. Unacceptable The vendor fails to meet specified minimum experience. Proposals with an unacceptable rating are not eligible for award. USACE CERD STATEMENT OF WORK Support an Integrated Contextual Framework tying together Operations Planning and Readiness Management in a Shared Global Context "U.S. Army Corps of Engineers requires support for ongoing and future USACE R&D efforts relating to the concepts underlying the Stake-Holder Asset Based Planning Environment (SHAPE) Program and Measuring Progress in Conflict Environments (MPICE) metrics, assessment, and planning activities. Based on operational lessons learned and experimental analyses there is a strong requirement for more innovative means to support USG interagency planning and evaluation of Stabilization, Security, Transition and Reconstruction (SSTR) operations and evaluation. USACE has requirements in the following: "coordinating resource requirements across international boundaries; "sharing information with non-military entities (non-government organizations and foreign government entities); "creating unified, consistent information flows through the many tools that have been set up to provide information to the Warfighter; and "having little control over the many organizations (e.g. other military and non-military organizations) providing fundamental assets and contributions to readiness. This Statement of Work refers to work to be conducted for a Phase 1--Concept Demonstrator. Phase 1 will include the following tasks, and will cover a Period of Performance (Date of award + 5 months). TASKS 1.Requirements will be gathered through a facilitation process to achieve clarity and commitment regarding what process changes and capabilities need to be put in place to support and satisfy the overall requirement. 2. Rapid prototyping will be used to verify the clarity and extent of the requirements. Conduct and support a MPICE tailoring session with the 416th ENCOM prior to or during deployment to prepare a specific set of cross-sector measures that are relevant and applicable to the ENCOM AOR. 3.Conduct and support a general training session with the 416th ENCOM prior to or during deployment to include assessment and evaluation criteria, SSTR evaluation and MPICE. 4.An operational working prototype, built to the specifications collected through the facilitation process, will simulate the required application and drive the development and deployment of test scenarios to be used for a Concept Demonstrator presented at the end of Phase 1. 5.Train, assist and support the 416th ENCOM on MPICE concepts, methodologies and analysis tools as they are applied to the ENCOM AOR DELIVERABLES for Phase 1. 1.Requirements Summary 2.Solution Concept and Story 3.Operational Working Prototype 4.Concept Demonstrator 5.Workshop demonstrating how the Concept Demonstrator was configured. 6.High level review of the potential synergy/overlap between ThoughtWeb and another tool or system being assessed by USACE. 7.High level Roadmap addressing key areas of need across USACE and its partner network The Government will provide appropriately skilled people to participate as Nucleus Team members. At a minimum, these people will have expertise in US Army and USACE processes and procedures and be knowledgeable of interagency and stakeholder needs. The Government will provide necessary resourcing to manage communications, stakeholders and USACEs own project management during the course of this project.
