*AMENDED TO READ ** This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This RFQ will also use the procedures under FAR Part 13. In accordance with 13.106.2, the contracting officer may take into consideration information such as the contracting officer's knowledge of and previous experience with the supply being acquired or other reasonable basis. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is VA-263-08-RQ-0412 and is issued as a request for quotes (RFQ). The combined synopsis/solicitation will result in a contract and corresponding purchase order. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-25, effective April 22, 2008. The associated NAICS code is 333292 and small business size standard is 500 employees. The acquisition is a small business set-aside. The requirement for the TR2000 Waste Water Heath Recovery System (Model EAB02XXXX) with Smart Therm Controls includes the following: Heat Exchanger (Note: We will re-use existing thermal heat plates). Assembled Fresh Water Manifold, Waste Water Supply (Note: We will re-use existing sump pump), Waste Water Filtering System, Filtered Waste Water Feed Tank, Assembled Waste Water to Heat Reclaimer Supply System, Waste Water Discharge Assembly, Smart Touch Control Console, and Equipment start-up by a factory trained technician. The date of delivery should be no longer than 12 weeks after receipt of order (ARO) with delivery being FOB Destination to the Department of Veterans Affairs, Fargo VAMC, 2101 Elm Street, Fargo ND 58102; Attn: Engineering Department. The provision at FAR 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition along with additional addenda. A statement regarding the applicability of the provision at FAR 52.212-2, Evaluation -- Commercial Items applies to this requirement. The government will award a firm fixed price contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. The following factors shall be used to evaluate offers: Technical Capability to meet the government requirements identified above, Past Performance, Price and price related factors. Offeror is to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items. The contractor shall either: (1) return a completed copy of this provision with its quote (a copy of this provision may be attained from http://www.arnet.gov/far); or (2) complete the Online Reps and Certs.
