Description
1.0INTRODUCTION 1.1 The Iraqi Higher education system, administered by the Ministry of Higher Education and Scientific Research (MoHESR) consists of thirty six institutions located around the country. These facilities provide post-secondary education in business management, industrial technology, and medical technology. Eighteen of these MoHESR facilities along with a select few educational facilities from Ministry of Education (MoEd) will act as educational facilities to transition Sons of Iraq (SoI) into civilian employment through the Joint Technical Education and Reintegration Program (JTERP), a training program in technical and vocational education. These institutes did provide computer labs and internet access in the past, but the equipment and infrastructure was looted and/or damaged. As a result, it is impossible to provide computer training or computer-based training to students, web-based research to students and faculty, and JTERP. The procurement and installation of new information technology (IT) hardware (H/W) and software (S/W) would make all of this possible again. 1.2 Multi National Corps Iraq (MNC-I) requires the services of a contractor to validate, procure, and install IT H/W and S/W and provide basic operation and maintenance training to MoHESR computer lab technical support personnel at each computer lab site. 2.0 GOVERNMENT FURNISHED INFORMATION 2.1. U.S. Government-Provided Information: Point of contact for the MNC-I C9 Contract Officer Representative (COR). 2.2. Government Furnished Equipment: No equipment or supplies will be Government furnished unless specifically stated in the contract deliverables. Specifically, the MoHESR site is responsible for additional power distribution networks, lighting, computer lab physical security, and computer lab cosmetics (including, but not limited to paint for walls, carpeting, curtains, and decorations). 3.0PHYSICAL SECURITY 3.1 The U.S. Government is not responsible for security for contractor personnel or equipment. The contractor shall be responsible for the physical security of contractor personnel and equipment described in this statement of work during the period of performance at each site, as defined in Section 8.0. 3.2 The contractor shall provide a list with names of contractor personnel performing the work to the COR and MoHESR or MoEd site contacts within three (3) calendar days after contract award. 3.3 The contractor shall provide to the Contracting Officer Representative a list of contact information for the Client Representative and each Site Foreman. The infrastructure will encompass both the hardware (i.e., PCs, servers, switches, cabling, network sockets, access points, etc.) and the software (i.e. operating systems and applications) to support a fully functional technical training environment. 5.2 Upon review and concurrence of the proposal, the contractor will be authorized to: procure the H/W and S/W, conduct the installation and configuration, perform system (component and integration) testing and acceptance, and train designated personnel in the operation and maintenance of the equipment. System design elements shall conform, at a minimum, to the general guidelines, requirements, and system specifications detailed in the following sub-sections. Additionally, the contractor is responsible for ensuring the design and installation follows all Iraqi specifications and codes. 5.3 This will be a phased approach. This contractor shall as a preliminary requirement to final contract award; provide a detail timeframe for how quickly the project can be completed at each separate site to determine phasing schedule and how many sites can be completed simultaneously to mitigate the risk of not being able to complete the project. This schedule shall not incur any premium or up-charges. The COR will authorize the contractor to work on a certain set of sites in a given time period, based in part upon this information. 5.4 Specifications: a.Local Area Network (LAN) general: i.Users: The upgraded computer laboratory equipment shall be connected by a LAN, and will initially support and provide cabling for student users. The number of work stations will be determined using site visit data and shall be justified. The network sockets and access point locations will be identified by the MoHESR Site Representative during the site survey. ii.Usage and reliability: The LAN design elements shall be robust and support PC-PC and PC-Internet data communications. The LAN shall provide sufficient bandwidth to support applications such as word processing, spreadsheets, databases, financial management, email, and Internet web access. The LAN shall be available during all required classroom periods and for additional administrative time. The LAN should be 99.9% reliable. iii.Locations: The LAN infrastructure shall be located in the Technical Institute computer laboratory. The network sockets and LAN access points will have been identified during the previous site survey. b.LAN Hardware: i.Cabling: The LAN shall utilize CAT 5e cabling. All cabling shall meet IEEA standards and shall be installed in conduits. Cabling should terminate in patch panels in the racks and numbered to identify each node. The cabling at each node should terminate in keystones that are properly labeled to match the corresponding end at the patch pane. ii.Switch: The LAN configuration includes one switch per site. This configuration shall allow for future secondary switch installation as users increase. The minimum hardware requirement for the switch is: 48-port switch, with Power over Ethernet (PoE) capabilities and all ports gigabit enabled that meets, or exceeds, Ciscos 37XX series switch capabilities c.LAN Internet Connectivity: The technical solution shall include equipment and/or infrastructure to upgrade/provide Internet access to computer lab LAN users. i.Bandwidth: Contractor shall provide dedicated (SPCP) bandwidth with a minimum 512 kbps/268 kbps download and upload. Bandwidth should be installed to provide a maximum (average) screen paint time of five (5) seconds when all installed terminals are accessing the Internet. Contractor shall provide weekly/monthly usage charts in graphical representation. ii.Support: Contractor shall provide 10/7 Help Desk included with the contract for the first 12 months. d. LAN Software Commercial, Productivity Applications: The contractor shall recommend the type and number of S/W applications required by each site to provide an optimal education experience for students. This includes recommendations and justification for operating systems, web browsers, and other applications specific to the offered curricula. The contracting officer will retain the authority to modify the final S/W purchase. e. Wide Area Network (WAN) Integration: The technical solution shall incorporate ability of system to connect to future governmental and private WANs f. End User Hardware: The contractor shall recommend the type, number, and specifications for desktop hardware required by System Administrators, Instructors, and Students. This should include recommendations and justification for CPUs (including processor, hard drive, and RAM), monitors, and printers. However, desktops shall meet the following minimum specifications: 3.00GHz CPU, 1 GB RAM, 48X DVD/CD RW Combo Drive, and 80GB HD. Monitors should not exceed 17 inches in size, and printers should not exceed one (1) for every fifteen (15) end user stations. The contracting officer will retain the authority to modify the final H/W purchase. g. Electrical Power: The contractor shall verify the site proposed by MoHESR or MoEd has adequate electrical power to support all equipment. The Institutes shall be responsible for additional electrical outlet requirements. The contractor shall ensure the equipment will be procured with the appropriate electrical power supply to match the power infrastructure of the host facility. The contractor shall also install equipment necessary to prevent damage to equipment or loss of/damage to data caused by unclean power or by the weather. h. Security: i.System: The contractor shall provide and install antiviral and centralized content filtering software and as specified in the site survey the contractor shall determine the types needed and include recommendations and justification. ii.Equipment: The contractor shall ensure the physical security and protection of the systems installed by designing and delivering systems with appropriate security controls and devices (i.e. locking cabinets, racks, or access panels). i. System Maintenance: Ongoing support and maintenance is not an authorized component of this contract. j. Sustainability: The contractor shall design a system that can be easily sustained by the MoHESR or MoEd site. This should be approached from operations, maintenance, and budgetary aspects. This contractor shall discuss this with the MoHESR or MoEd site manager and ensure that they understand the going-forward sustainment requirements prior to developing their initial Site and Project. k. Facilities: The contractor is authorized to recommend the purchase of items directly related to and/or required to provide the computer lab training. This includes desks/chairs, whiteboards, datashow systems, and generators. 6.0 DELIVERABLES SUMMARY 6.1 DELIVERABLE 1: Project Work Plan (PWP) 6.2 DELIVERABLE 2: Initial Site Plan and System Procurement 6.3 DELIVERABLE 3: Installation, and Testing 6.3 DELIVERABLE 4: Status Reports 6.4 DELIVERABLE 5: Advisory and Assistance Services (AAS) 6.5 DELIVERABLE 6: System Operations and Maintenance Training 6.6 DELIVERABLE 7: System Documentation and Acceptance 7.0 DELIVERABLES These deliverables apply only to work that has been authorized in writing by the contracting officer. 7.1 DELIVERABLE 1: Project Work Plan (PWP) and Initial Site Plan a. Performance Objective: Provide a PROJECT WORK PLAN (PWP) on achieving all deliverables listed in this Performance Work Statement (PWS). b. Performance Standard and Acceptable Quality Level: The Contractor shall submit a comprehensive preliminary plan that tracks the life cycle of all approved work to be performed under this contract for review and approval, no later than seven (7) calendar days after the date this contract is awarded. This plan shall be provided in a Gantt chart format (preferably prepared using Microsoft Project software). Each task shall include a work breakdown structure (WBS), resources, hours allocated, and duration. After review by the contracting officer and the contracting officers representative (COR), the contractor shall modify the plans to incorporate any revisions designated as a result of the review. As additional work is approved, the PWP shall be updated within four (4) calendar days of receiving approval to begin the additional work. c. Monitoring Method: The contracting officer and COR shall verify that this plan is received on time, as well as updates for additional work, and any weekly updates to the plan required in paragraph 7.3 below. 7.2 DELIVERABLE 2: Initial Site Plan and Procurement, install, and test equipment at the MoHESR or MoEd site. a. Performance Objectives: Provide a complete Site Design and Installation Plan, and when authorized, procure equipment for each site. b. Performance Standards and Acceptable Quality Level: i.Provide a written Initial Site Design and Installation Plan to the COR for review. This shall specify the design, configuration, and installation of the equipment at each authorized work site. The contractor shall identify the wired network configuration including hardware, operating system, and other items necessary to create a complete and functioning system. The plan shall be submitted in Visio (drawings) and written in Microsoft Word. ii.The Installation Plan shall include a Bill of Materials (BOM) for each site. The BOM will include: (a)Precise specifications for all equipment and systems recommended for each site to include quantity and country of origin. Whenever possible, equipment should be purchased through Iraqi suppliers. Justification for any item that exceeds specification. (b)Quotes and contact information from at least three sources (where possible) for each item recommended to be purchased (c)Premium and economy solutions for items including, but not limited to: monitors, printers, scanners, data shows, desks, and chairs (d)A price breakdown for the delivery and installation of items on the BOM iii.After review, the contractor shall make changes as prescribed by the contracting officer and COR. iv.Upon authorization by the contracting officer, the approved BOM shall be procured, delivered, and installed per the approved design. c. MONITORING METHOD: The COR shall verify that this plan is received on time, and modified as necessary after review. The contractor shall provide documentation pertaining to system installation as delineated in section 7.7 The COR shall also send a technical representative as needed to spot inspect the work performed for this deliverable at each site. 7.3 DELIVERABLE 3: System Testing and acceptance a. Performance Objective: Conduct and report upon completion of testing of installed equipment at each site. Obtain MoHESR acceptance b. Performance Standard and Acceptable Quality Level: i.The contractor shall submit a detailed Test Plan and Checklist fifteen (15) calendar days after contract award that lists the methods and procedures that will be used to conduct both component and systems integration testing. The contractor shall deliver an electronic copy of this document in Adobe Acrobat Portable Document Format (PDF). ii. Within two calendar days following the successful conclusion of all testing, the contractor shall provide the COR with a copy of the test results, which will include the completed checklist and the signature of the contractor site foreman. iii. The contractor shall obtain the acceptance of the site installation and report as delineated in section 7.7. c. Monitoring Method: The COR shall verify that all plans and reports have been received on time and with acceptable information. The COR shall notify the Contractor when required information is not included in a report, with an explanation as to why. As required, the COR shall send a technical representative to visit each site to verify the accuracy of submitted reports/data and/or investigate problems. 7.4 DELIVERABLE 4: Status Reports a. Performance Objective: Provide status reports and measures of effectiveness on aspects of the deliverables in this requirement. b. Performance Standard and Acceptable Quality Level: i.The Contractor shall prepare a STATUS REPORT on the performance of the contract. This report shall be submitted to the COR once per week, due each Thursday by close of business. It shall summarize accomplishments, problems encountered and anticipated problems with proposed solutions, and the resultant impact and schedule changes (if any). The report shall also gauge the ability of MoLSA to independently operate each site, and shall suggest any actions that could be executed by external agencies to improve site self-sustainability. ii. The contractor shall prepare a PROBLEM NOTIFICATION REPORT to inform the COR of all problems, the impact, and potential impact on the project. For each problem encountered, a PROBLEM NOTIFICATION REPORT shall be submitted to the COR within 24 hours after identification of a problem c. Monitoring Method: The COR shall verify that all reports have been received on time and with acceptable information. The COR shall notify the Contractor when required information is not included in a report, with an explanation as to why. As required, the COR shall send a technical representative to visit each site to verify the accuracy of submitted reports/data and/or investigate problems. 7.5 DELIVERABLE 5: Advisory and Assistance Services (AAS), meetings and coordination activities a. Performance Objective: The Contractor shall provide AAS in meetings and in conjunction with coordination activities. b. Performance Standard and Acceptable Quality Level: The Contractor shall provide AAS services for assisting in undertaking work under this performance work statement, including participation in planning sessions with MNC-I C9. This will comprise written, email, telephone and in-person (meeting participation) AAS encounters. i.AAS services comprise: (a.) short term AAS services average of three (3) per week over a thirty (30) day period, completion will be done within one day. (b.) long term AAS services average of one (1) per week over a thirty day period, completion will be done within two days. (c.) continuing AAS services average of five research projects ongoing at any given point over a thirty day period shall update weekly or on a monthly basis. Contractor shall notify the COR if any project has not been updated or had significant progress on within the preceding 30 days. ii.AAS services service deliverables comprise: (a.) Talking papers (b.) Information papers (c.) E-mail responses (d.) Graphic depictions (e.) Verbal briefings (f.) PowerPoint presentations iii.Coordination Meetings: The Contractor shall participate in meetings with MNC-I as necessary to discuss progress, issues, and areas for improvement. The Contractor shall provide minutes from each meeting electronically to the COR within three (3) days after a meeting is held. c. Monitoring Method: The Contractor shall list in the weekly status report described in paragraph 7.4 above all AAS services performed during that week. This report may be a checklist format with a standardized set of repetitively provided AAS services along with blank spaces for non-repetitively provided AAS services. The weekly report shall also list every ongoing AAS service activity along with an indication if work was accomplished on each continuing AAS service deliverable. The Government shall provide a subjective assessment of each AAS service deliverable when they do not meet expectations. These shall be explained in full by the Government, which will also provide suggestions to improve contractor services. 7.6 DELIVERABLE 6: Operations and Maintenance (O&M) Training a. Performance Objective: Provide O&M training to site personnel. b. Performance Standard and Acceptable Quality Level: The Contractor shall provide one day of system Operations and Maintenance (O&M) training to not more than two (2) MoHESR or MoEd IT personnel at each designated site. The O&M training shall commence immediately upon the successful completion of system integration and acceptance testing. The training provided will be basic in nature and is designed to ensure that MoHESR or MoEd IT personnel understand the configuration of the equipment and software and any routine maintenance support tasks. The project is initiated with the assumption that the MoHESR or MoEd technical support personnel have sufficient base knowledge to support the normal operation and maintenance of the solution. The O&M Training specified shall be strictly limited in scope to address only the operation and configuration of the equipment and software provided to them. In essence, this item is intended to be a thorough turnover session with the MoHESR or MoEd technical support personnel so that they are informed of operation and configuration of the solution provided to them. The contractor shall not be authorized to provide any additional services except those specified herein. c. Monitoring Method: The COR shall ensure that the MoHESR site managers are aware of the scope and scale of training required. The contractor shall obtain written documentation from the MoHESR or MoEd site manager that training has been completed, and will forward a copy of this report to the contracting officer and COR along with the site documentation discussed in section 6.6 below. 7.7 DELIVERABLE 7: Documentation a. Performance Objective: Provide documentation pertaining to final site installation. b. Performance Standard and Acceptable Quality Level: The Contractor shall submit the following items within two (2) calendar days after installation has been completed and successfully tested: i. A FINAL INSTALLATION PLAN, to ensure the final document exactly replicates the newly installed system. The contractor shall deliver an electronic version of this deliverable in Visio (drawings) and written text in Microsoft Word. ii. Signed verification from the MoHESR or MoEd site manager that all of the contracted equipment has been delivered, installed, and is properly working. iii. Signed documentation that the required O&M training has been completed. c. Monitoring Method: The (COR shall verify that the prescribed documentation is received on time. 8.0 PERIOD OF PERFORMANCE 8.1 The period of performance for the design, installation, testing, and acceptance of the LAN for all sites is ninety (90) calendar days from date of contract award. 9.0 OTHER REQUIREMENTS 9.1 Unless otherwise specified, all required reports or other products prepared under this contract shall be submitted electronically to the COR, either in Adobe Portable Document Format (PDF) or in a format compatible with Microsoft Office products (e.g. Word, Excel, PowerPoint). The Contractor shall ensure all files submitted are free of any computer virus or other malicious code. 10.0LOCAL INSTRUCTIONS 10.1Warranty - Per manufacturers warranty. All items not covered by manufacturers warranty are warranted for 12 months. 10.2Payment Information - Payment will be made via electronic funds transfer after the paying office receives a proper invoice and proper receiving report. See block 18 for paying office.
