- Description
- NASA/MSFC has a requirement for Environmental Control and Life Support System(ECLSS) Spares quick disconnects (QD), flexline assemblies, caps, and plugs.NASA/MSFC intends to purchase the items from Parker Hannifin Corporation (PHC).This procurement is the third follow-on contract to provide hardware spares previouslyprocured from PHC. This hardware will be used to build spare Orbital Replacement Units(ORUs) for the International Space Station (ISS) ECLSS. PHCs QDs, flexlines, caps, andplugs were used on the ECLSS first flight articles, as well as on the baseline spares. PHC QDs, flexlines, caps, and plugs were used to build the ECLSS test hardware as well;this same pre-existing test hardware will be used to test the spare ORUs that are to bebuilt. Therefore, PHC test hardware will interface with PHC flight hardware. The basicproducts, processing procedures and manufacturing methods associated with these items areProprietary to PHC. They were developed and designed without funding external to PHC.The Government does not intend to acquire a commercial item using FAR Part 12. See Note26.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon Thursday, October 02, 2008.Such capabilities/qualifications will be evaluated solelyfor the purpose of determining whether or not to conduct this procurement on acompetitive basis. A determination by the Government not to compete this proposed efforton a full and open competition basis, based upon responses to this notice, is solelywithin the discretion of the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
