Description
U.S. Customs and Border Protection (CBP) intends to award a sole source procurement to the Swedish Institute of Computer Science (SICS) of Box 1263, SE-164 29 Kista, Sweden 16429. The purpose of this acquisition is to procure the software and license to the SICStus Prolog 4.0 Development System from SICS. The North American Industry Classification System (NAICS) code for this acquisition is 541511, and the size standard is $25M. The SICStus 4.0 Prolog is the logic programming language that is currently used in 3 separate U.S. Customs applications, ATS-AT, ATS-N and ATS-P, to perform rule-based evaluations of electronically filed information pertaining to import and export cargo and pertaining to flight data. This upgrade allows these systems to utilize new libraries and enhancements, which increases the targeting capability of the systems. Quintus support allows users to interact with the software engineers regarding the Prolog language, and the Quintus product. The software support also entitles the users to upgrades of the software as they become available. In accordance with FAR 6.301 “Only one responsible source and no other supplies or services will satisfy Agency requirements”, CBP has determined SICS to be the only firm capable of satisfying the requirements stated above. This notice of intent is not a request for competitive proposals. Notwithstanding, any interested firm that believes it is capable of meeting the requirement stated herein may submit written qualifications, which if received by 3PM EST on Thursday, September 18, 2008, will be considered. Interested firms shall provide detailed information outlining their capabilities – any response failing to provide the aforementioned data will be disregarded. Responses to this posting must be in writing. A determination not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government.
