Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 05-26. This solicitation is being issued as a Request for Quotation (RFQ) #309120. This solicitation is being issued under Simplified Acquisition Procedures (SAP) authorized by Test Program. The North American Industry Classification System (NAICS) is 333293. This will be a Fixed Price Contract. The Government intends to purchase on a brand name or equivalent basis one (1) each of the Man Roland Model 500, Inline Perfector (5) Color offset Printing Press with a coating unit. The prospective offeror must be able to offer the brand name or equivalent model to meet the minimum salient characteristics: (1) Press Size 23" x 29", (2) Fully automated plate changing, (3) Fully Automated Perfecting, (4) Coating Unit, (5) Color Control System, Automatic optimization of the printing curves for ink presetting. (6) Automated Register System, (7) Suction Belt Feeder System, (8) Central Press Control System, Ability to operate the complete press from one station, (9) Extended Delivery Unit, (10) Higher performance dryer unit, (11) Workflow module that provides efficiency via use of a computer integrated systems to maximize printing efficiency, (12) Automatic Wash up system (Blanket Cylinders, Impression cylinders & inking units) (13) Console adjustable headstops while operating, (14) Ability to store 5000 press settings (15) Single cylinder perfecting unit. No two drum or three drum thi will eliminate sheet marking, (16) Color sheet scanning for color density control, (17) Fully automatic sheet size change from console, (18) Console automatically sets all inking units at the same time, (19) Substrate thickness from 4mil to 1.0mm ranging from foil to Micro-Corrugated board or Special Materials, (20) Maximum Rated Speed 16,000 sheets per hour, (21) Training and Maintenance agreement. In addition to above the salient characteristics requirements, the prospective vendor shall be capable of meeting the following: (22) Shall present data to meet the industry standard of the Graphic Arts Technical Foundation (GATF) press test for critical color image quality and registration accuracy levels. (23) Equipment must be compatible with existing pre-press equipment and software of the Heidelberg Prosetter 74 Computer to Plate system with press-press workflow color management system, including the following software: Meta Rip 6.5 w/color proof pro, Printready 3.5 w/trapping, trap editor, color editor and PDF Assistant. (24) Provide three (3) years of full warranty (including parts, labor, and travel from date of installation) with one (1) year of preventive maintenance visits. No monthly service fee for services after the three year warranty period, charges must be on a per call basis. (25) Service support: quality service for two shifts - five days a week with a six hour response time. Next business day guarantee a technician will be onsite when press is not operational. Set response time (one hour) when contacting manufacturer that press is not operational. 24-hour hotline. (26) Provide training for employees by an industry certified instructors at the manufactures training facility and additional training onsite at FBI Headquarters. Vendor must be a single source manufacture of the printing press. The single source manufacturer is required for warranty and security related concerns. Delivery is expected 120-180 days after receipt of order. Destination Point: Washington, D.C. Security Requirements: The prospective offeror must be a citizen of the United States and only U.S. citizens will be permitted access to FBI space. In addition, record checks will be conducted to ensure that that the contractor personnel, or their associates are suitable to perform the work describe. Interested persons may identify their interest and capability to respond to the requirement or submit proposals for competitive bids within seven (7) calendar days after date of publication of this notice. All bids shall be submitted to the e-mail address: mischele.quarles@ic.fbi.gov no later than 12:00 p.m., EST, Wednesday, September 24, 2008, and be clearly posted with RFQ #0309120. Bidders are hereby notified that if your bid is not received by the date/time and at the location specified in this announcement, it will be considered late. This solicitation incorporates one or more clauses by reference with the same force and effect as if they were given full text. The full text of a clause may be accessed electronically on the Internet address: www.arnet.gov with the exception of the Justice Acquisition Clause of 2852.211-70 Brand Name or Equal (Jan 1985) may be accessed electronically on the Internet address: www.usdoj.gov.Each offeror shall include a completed copy of the FAR provisions at 52.212-1 Instructions To Offerors-Commercial Items (June 2008), 52.212.3 Offeror Representation and Certifications - Commercial Items (June 2008), 52.212-4 Contract Terms and Conditions - Commercial Items (Feb 2007) and 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (Feb 2008) is incorporated by reference and applies to this acquisition, 52.232-1 (Dec 2007) Biobased Product Certification, and 52.212-2 Evaluation - Commercial Items (Jan 1999), The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, cost and other factors considered. The evaluation factors are listed in descending order of importance: Technical, Past Performance and Cost. Technical factor will be evaluated by offeror's compliance to meet minimum or mandatory technical requirement to the extent specified in the description, specification, work statement contained in this solicitation. The following technical factors apply: (1) Meet or exceed the minimum technical requirements for brand description product, (2) The ability to meet the industry standard of the Graphic Arts Technical Foundation (GATF) press test for critical color image quality and registration accuracy levels, (3) Must be compatible with existing pre-press equipment and software, (4) Must meet warranty coverage and capable of providing service support (5) Provide required training by industry certified instructors (submit resume of certified instructors). Past Performance: Offeror shall discuss thoroughly in details how long has the company been manufacturing printing presses and providing technical support service. Include a list of three (3) contracts performed within the last five (5) years. For contracts, include names and telephone numbers of point of contacts. Cost will be evaluated for realism and reasonableness. Technical acceptability will be determined solely on the content and merit of the information submitted by the offeror in response to this notice. A technically acceptable proposal must clearly show that the offeror can meet the requirement of the Government.
